Book excerpt: This navy warfare publication describes the nature, forces, organization, and employment of naval special warfare (NSW). Naval special warfare is a relatively small, maritime special operations force (SOF) consisting of sea-air-land commandos (SEALS), special warfare combatant-craft crewmen, Reservists, combat support (CS) and combat service support (CSS) personnel, as well as civilian support staff. NSW constitutes 11 percent of special operations forces and less than 2 percent of United States Navy (USN) forces. NSW costs 3/10ths of one cent (0.3 percent) of every United States (U.S.) defense dollar. Naval special warfare origins go back to World War II (WWII) naval combat demolition units (NCDUs), underwater demolition teams (UDTs), and other special-purpose maritime organizations. In 1962, the first SEAL teams were established. Since 9/11, NSW has grown capacity and added substantial capability, including intelligence gathering and analysis, logistical support, and tactical mobility. The current NSW organization is based around eight SEAL teams, one SEAL delivery vehicle team (SDVT), three special boat teams (SBTs), and several supporting organizations. These teams and supporting commands are organized into six NSW groups, a training command, and a tactical development group.

The study examines selected case studies utilizing joint publication 3-05, Doctrine for Joint Special Operations, as the framework for analysis. The case studies examined include World War 2 and the formation of underwater demolition teams (UDT); the Korean War and UDT's initial raids ashore; Vietnam and the creation of SEALs; Operations Earnest Will, Just Cause and Desert Shield/Storm; and concludes with current theater special operations command (SOC) and fleet taskings. The analysis reveals two primary requirements for effective and efficient command and control of naval special warfare forces. The first requirement is a command and control structure that can coordinate and integrate with conventional and unconventional supporting assets. The second requirement is a formalized mechanism to ensure that employed forces are designed, organized, and integrated in support of the theater commander's operational or strategic objectives. During the Korean War and the Vietnam War, US Navy Special Warfare units played a variety of vital combat roles amid two of the deadliest conflicts of the Cold War. In Korea, underwater demolition teams (UDTs) surveyed beaches for amphibious operations, cleared sea mines from harbors, conducted seaborne raids against inshore targets, and served as scouts for the infiltration of Korean guerrillas and British Royal Marine Commando raids along the North Korean coast. In South Vietnam, UDTs surveyed beaches and demolished Viet Cong bunkers, supply caches, and river obstacles in the Mekong Delta. The SEALs (Sea Air Land teams) deployed entire platoons into the Mekong Delta and the Rung Sat Special Zone to conduct guerrilla warfare against the Viet Cong that included ambushes, reconnaissance, and capturing leaders and supply caches. In addition, the SEALs also played important roles in the Phoenix Program and in rescuing prisoners of war. Fully illustrated throughout, this study explores how the US Navy's specially trained naval commandos accomplished their missions in Korea and Vietnam.

A thorough understanding of environmental variability greatly increases the likelihood of mission success. To ensure that naval forces have the most up-to-date capabilities, the Office of Naval Research (ONR) has an extensive environmental research program. This research, to be of greatest use to the warfighter, needs to be directed towards assisting and solving battlefield problems. To increase research community understanding of the operational demands placed on naval operators and to facilitate discussion between these two groups, the National Research Council's (NRC) Ocean Studies Board (OSB), working with ONR and the Office of the Oceanographer of the Navy, convened five previous symposia on tactical oceanography. Oceanography and Mine Warfare examines the following issues: (1) how environmental data are used in current mine warfare doctrine, (2) current procedures for in situ collection of data, (3) the present capabilities of the Navy's oceanographic community to provide supporting information for mine warfare operations, and (4) the ability of oceanographic research and technology developments to enhance current mine warfare capabilities. This report primarily concentrates on the importance of oceanographic data for mine countermeasures.

Naval Special Warfare deems an innovation successful if it results in a more efficient, less risky, more cost effective method to conduct special operations. The Quantum Leap program is an example of successful innovation in Naval Special Warfare produced by a small working group. How have these small groups been able to produce successful innovations? Michael McCaskey's Theory offers an explanation of how small working groups innovate. His theory is a generally accepted theory on how to produce innovation in the business world by using small working groups. McCaskey identified three variables needed to produce innovation: I) the small working group must have the support and protection of the leadership, 2) have access to resources, and 3) have autonomy from established structure within an organization. After interviews with senior Naval Special Warfare officers, two additional variables were deemed important. Ownership and the license to fail were added to McCaskey's three variables. This thesis will test which variables were or were not present during three Naval Special Warfare case studies where small working groups attempted to produce innovation. Two of the case studies successfully produced innovation, but the final case study failed to produce an innovation. This thesis will evaluate the five variables in each case study and attempt to explain why the innovation was a success or a failure.
