The NLCA stipulated that the Federal Government, Inuit, and the Territorial Government would develop an Implementation Plan governing the activities required to implement the NLCA. A Contract Relating to the implementation of the Nunavut Final Agreement (the Implementation Contract) was signed in May, 1993.
