Experts have long debated whether some countries in the region can be classified as failed states. While various states in the Americas have been labeled as failed states, calling a country a failed state is quite controversial and requires a precise definition of what constitutes a failed state. This book instead discusses fragile states in the Americas. Fragile states are weak states that are fertile grounds for organized crime groups and illegal actors as such groups are able to infiltrate the state apparatus through corruption. The goal of this book is to examine fragile states in the region and the major security challenges that these states face. The cause of state fragility is different for various states. Theoretically, the work will conceptualize the meaning of fragility as it relates to state survival and autonomy. Empirically, the book focuses on contemporary threats to the survival of fragile states in the Americas. The book explains and analyzes the main political, security, and economic challenges of these states. It employs a wide array of cases that delve into the security and economic threats and priorities of states in the Americas.

This paper argues that part of this variation has its roots in the colonial era. Colonizers engaged in different economic activities in different regions of a country, depending on local conditions. Some activities were "bad" in the sense that they depended heavily on the exploitation of labor and created extractive institutions, while "good" activities created inclusive institutions. The authors show that areas with bad colonial activities have lower gross domestic product per capita today than areas with good colonial activities. Areas with high pre-colonial population density also do worse today. In particular, the positive effect of "good" activities goes away in areas with high pre-colonial population density. The analysis attributes this to the "ugly" fact that colonizers used the pre-colonial population as an exploitable resource. The intermediating factor between history and current development appears to be institutional differences across regions and not income inequality or the current ethnic composition of the population.

Book excerpt: David Sowell traces the history of artisan labor organizations in Bogotá and examines long-term political activity of Colombian artisans in the century after independence. Relying on contemporary newspapers, political handouts, broadsides, and public petitions, Sowell analyzes the economic, social, and political history of the capital's artisan class, a middling social sector with very significant social and political strengths. This is the first study in English of nineteenth-century Latin American artisans and one of the few treatments that spans the whole of nineteenth-century Colombian history.The rise and late decline of artisan class political activity coincided the Colombia's integration into the world market. Initially petitioning for tariff protection, Bogotá's craftsmen in time mobilized to address numerous issues, including industrial education, internal trade order, credit, and better health and educational facilities. Sowell traces the transformation of Colombia's economy and the (mainly negative) effects its evolution had on bogotano artisans. By the end of the nineteenth century, the artisans class was fragmented, their labor leadership replaced by workers associated with industrial production, transportation systems, and the production of coffee. The author examines how the concepts of forced displacement and migration could be formulas for historical erasure. These concepts are used to name populations, such as the survivors of this massacre, and are limited in their ability to contribute to the demands for reparation of the affected populations. Instead, based on an ethnographic study of the pain and suffering generated in the survivors, the book proposes the concept of deracination as a tool to study land dispossession. It captures both the complex local specificities, the global linkages of this phenomenon and the strategies of resistance used by the people of this community to channel what seems as an impossible mourning.

Book excerpt: Questions about land control have invigorated thinkers in agrarian studies and economic history since the nineteenth century. ‘Exclusion’, ‘alienation’, ‘expropriation’, ‘dispossession’, and ‘violence’ animate histories of land use, property rights, and territories. More recently, agrarian environments have been transformed by processes of de-agrarianization, urbanization, migration, and new forms of primitive accumulation. Even the classic agrarian question of how the social relations of agriculture will be influenced by capitalism has been reformulated at critical historical moments, reviving or producing new debates around the importance of land control. The authors in this volume focus on new frontiers of land control and their active creation. These frontiers are sites where established power relationships are challenged by new enclosures and property regimes, producing new social and environmental dynamics in their stead. Contributors examine labor and production processes engaged by new configurations of actors, new agrarian and environmental subjects and the networks connecting them, and new legal and violent means of challenging established or imminent land controls. Overall we find that land control still matters, though in changed degrees and manners. Land control will continue to inspire struggles for a long time. This book was originally published as a special issue of the Journal of Peasant Studies.
