Book excerpt: Sweeping changes are occurring in the international system, presenting the United States with both opportunities and challenges. The East-West strategic rivalry that dominated the global security environment for over forty years has been fundamentally and, in a number of critical ways, irreversibly altered. Yet the world continues to be unpredictable and dangerous. Relations with Russia and China have improved dramatically in the last ten years but remain uncertain. Both states continue to emphasize and modernize their nuclear arsenals. In other regions of vital interest to the United States, potential adversaries increasingly have at their disposal advanced conventional and unconventional capabilities, as well as weapons of mass destruction and the means for their delivery. Together, these and other factors, such as the ongoing revolution in military technology, have engendered major adjustments in U.S. national security policy and in the strategy and forces that support U.S. security interests. A series of U.S. government analyses, including the Nuclear Posture Review and the Quadrennial Defense Review, has guided the restructuring of U.S. conventional forces and provided the basis for the late 1997 Presidential Decision Directive on nuclear weapons policy. Further analyses and adjustments will certainly follow. As a contribution to this dynamic process, this report assesses the rationale and requirements for U.S. nuclear weapons, and the infrastructure and people that are critical to their sustainment, in the current and future security environment. By so doing, the report is intended to promote greater understanding of the issues and the measures that will be necessary to sustain deterrence in an uncertain future. The American public and its leadership in both the Executive and Legislative branches must remain informed, involved, and supportive. Book excerpt: Since the 1950s, the United States has negotiated more than fifteen arms control agreements, several of which limited nuclear explosive testing by the signatories. Negotiations on another treaty on nuclear testing have been ongoing in Geneva since October 1977, between the United States, the Soviet Union, and the United Kingdom. This treaty would go beyond previous agreements limiting nuclear testing and impose a total ban on all nuclear explosive testing. Proponents of this Comprehensive Test Ban Treaty suggest that it will inhibit the further spread of nuclear weapons technology, lessen the superpower arms race, and be a stabilizing force in world affairs. This monograph contends that US support of this agreement is inconsistent with the US doctrine of strategic nuclear deterrence. Without testing to modernize US nuclear weapons, the United States cannot have an effective nuclear deterrent force.

Book excerpt: This document lists chronologically and alphabetically by name all nuclear tests and simultaneous detonations conducted by the United States from July 1945 through September 1992. Two nuclear weapons that the United States exploded over Japan ending World War II are not listed. These detonations were not "tests" in the sense that they were conducted to prove that the weapon would work as designed (as was the first test near Alamogordo, New Mexico on July 16, 1945), or to advance nuclear weapon design, or to determine weapons effects, or to verify weapon safety as were the more than one thousand tests that have taken place since June 30,1946. The nuclear weapon (nicknamed "Little Boy") dropped August 6,1945 from a United States Army Air Force B-29 bomber (the Enola Gay) and detonated over Hiroshima, Japan had an energy yield equivalent to that of 15,000 tons of TNT. The nuclear weapon (virtually identical to "Fat Man") exploded in a similar fashion August 9, 1945 over Nagaski, Japan had a yield of 21,000 tons of TNT. Both detonations were intended to end World War II as quickly as possible. Data on United States tests were obtained from, and verified by, the U.S. Department of Energy's three weapons laboratories -- Los Alamos National Laboratory, Los Alamos, New Mexico; Lawrence Livermore National Laboratory, Livermore, California; and Sandia National Laboratories, Albuquerque, New Mexico; and the Defense Threat Reduction Agency. Additionally, data were obtained from public announcements issued by the U.S. Atomic Energy Commission and its successors, the U.S. Energy Research and Development Administration, and the U.S. Department of Energy, respectively.

The National Defense Authorization Act for Fiscal Year 2011 mandated GAO to report annually on whether NNSA's nuclear security budget materials provide for sufficient funding to modernize and refurbish the nuclear security enterprise. This report addresses (1) changes to NNSA's budget estimates for modernizing the nuclear security enterprise since fiscal year 2012 and (2) the extent to which these budget estimates align with NNSA's modernization plans. To answer these objectives, GAO reviewed NNSA's fiscal year 2012 and 2014 nuclear security budget materials, which are composed of NNSA's budget request justification and its Stockpile Stewardship and Management Plan, which describes modernization plans and budget estimates for the next 20 years or longer. Book excerpt: The Naval War College has expanded its expertise in the Asia-Pacific Rim region in recent years largely in response to the growing significance of the region to U.S. national security. The College has actively hired prominent scholars and hosted a number of conferences, workshops, and guest speakers focusing on the problems and possibilities facing the Pacific Rim. South and Northeast Asia, after all, are home to some of the world's fastest-growing economies and close American allies, as well as several potential political and diplomatic flashpoints. Even more to the point, China is an ascending economic and military power both in the region and on the world stage. The U.S. Navy plays a leading role in maintaining stability in the region with its strong presence and ability to guard the freedom of navigation in vital sea lines of communication. The efforts of the Asia-Pacific Rim specialists at the Naval War College in some ways represent a case of “back to the future.” One of the proudest episodes in the College's history came in the 1930s when Newport played a central role in developing the military plans necessary to cope with the ascendance of another Asian economic and military power—Japan. Although we expect that wise diplomacy and national self-interest will prevent a reoccurrence of similar difficulties in the coming decades, there is no substitute for military preparedness and well-thought-out international and regional strategies for dealing with the important region. The Naval War College Press has done its part in providing its readers with many excellent articles on regional security in Asia in the Naval War College Review; an important book—Jonathan Pollack, editor, Strategic Surprise? U.S.-China Relations in the Early Twenty-first Century (released March 2004); and now Newport Paper 22. Professor Lyle Goldstein of the Strategic Research Department of the College's Center for Naval Warfare Studies has been at the forefront of recent research into China's future. In this project he has guided a handful of naval officers through the puzzle of China's ongoing nuclear modernization programs. With the able assistance of Andrew Erickson, these sailor-scholars have examined various aspects of nuclear modernization from ballistic missile defense to nuclear command and control. In general the chapter tells a cautionary tale; the progress of China's nuclear modernization documented here should give pause to those inclined to dismiss China's military modernization. Steadily and with relatively little attention the People's Republic continues to improve its technologies and weapons systems. As the authors emphasize, no “Rubicon” has been crossed, but potentials are already apparent that, if realized, the U.S. Navy as now constituted would find challenging indeed.

This CSIS study examines the implication and prospects for the future of arms control in a highly competitive security environment in which challenges from advanced technologies and diminished state control over processes of verification become increasingly prominent features, even as the scope and modalities of arms control grow more complex and multifaceted. The report offers a reexamination of the broad contours of arms control and its role in managing competitive security risks and challenges and the implications for U.S. policymakers, academics, and strategic thinkers engaged in U.S. nuclear policy.
