Book excerpt: Eventual achievement of nuclear disarmament has been an objective and a dream of the world community since the dawn of the Nuclear Age. Considerable progress has been made over the decades, but this has always required close US-Russian cooperation. At present, further progress is likely blocked by the return of Vladimir Putin to the Russian presidency and the toxic US-Russia relationship. The classic road toward nuclear disarmament appears to be closed for the foreseeable future, but there may be another route. In the last fifty years, well-conceived regional treaties have been developed in Latin America, the South Pacific, Africa, Southeast Asia, and Central Asia. These arrangements have developed for many and varied political and security reasons, but now virtually all of the Southern Hemisphere and important parts of the Northern Hemisphere are legally nuclear-weapon-free. These regional nuclear weapon disarmament treaties are formally respected by the five states recognized under the Non-Proliferation Treaty (NPT) as nuclear weapon states: the United States, the United Kingdom, Russia, France, and China--often referred to collectively as the P-5 states. Variations of these regional treaties might eventually be negotiated in the Middle East, Northeast Asia, and South Asia, setting aside the P-5 states until the very end of the process. With regional agreements in place around the globe, negotiation among the P-5 states would be all that stands between the world community and the banishment of nuclear weapons, verifiably and effectively worldwide. By the time this point is reached, Russia and the United States might be able to cooperate. It analyzes four hypotheses that explain the factors contributing to the formation of NWFZs, building upon realist, constructivist and liberal theories from international relations. Through structured focused comparison, the book presents and compares the emergence of NWFZs in Latin America, the South Pacific, Southeast Asia, Africa, Central Asia, and the Middle East, which is a prospect for a NWFZ. The book argues that NWFZ projects depend on the following conditions: the security interest of regional states in avoiding nuclear threats, preexisting regional institutions and regional economic cooperation, leadership by a core of regional powers and shared interest in spreading non-proliferation norms. Democracy is not a necessary condition, but democratization can help overcome barriers presented by hesitant or opposed regional governments. As too many of the mentioned necessary conditions are lacking in the Middle East, a NWFZ project, thus, will be possible only after major political changes. This book will be of much interest to students of nuclear proliferation, arms control, security studies and International Relations.

But there is only limited number of really global threats. Those include, inter alia, international terrorism, climate change, and the issue of nuclear proliferation. In its Resolution on the Convention on the Prohibition of Use of Nuclear Weapons, the UN General Assembly underlined that “the use of nuclear weapons poses the most serious threat to the survival of mankind” . But despite a nearly universal recognition of the threat posed by the mere existence of the nuclear arsenals, the issue of further nuclear proliferation among the members of the international community is yet to be solved. In this paper, we attempt to conduct a comparative analysis of possible approaches to the issue of nuclear proliferation. The goal of the research, however, is not the elaboration of practical solution of the issue. We will focus on the conceptual value of the one or another option, instead. The aim is to define main dimensions of the problem that can be faced by the international community: be it in the universal fora (e.g., the UN General Assembly) or in the ‘exclusive clubs’ (the UN Security Council). First part will be dedicated to the theoretical approaches that may be employed in the research. Also, the framework for the comparative analysis per se will be defined. In the second part of the paper, we will focus on the determination of factors that should be taken into account during the comparative evaluation of the solutions. In the third part, the set of factors will be applied to the potential solutions; and we will try to define common and specific characteristics of every option. There are a lot of competent research papers dedicated to the problem of nuclear proliferation. Many of them were published before the end of the Cold War and, therefore, provide us with the dynamic view on the issue. Most of the literature used in the paper is dedicated to the problem of the theoretical and legal dimensions of the nuclear proliferation. A number of international documents were used as well: the Nonproliferation Treaty, the UN General Assembly Resolutions, etc. Mass-media sources proved to be a rich source of information. Additional information was derived from the statistical data publications, caselaw of the International Court.
