Since then, there has been substantive expansion and confidence in the application of nuclear forensics globally to effectively counter the threat of nuclear and other radioactive materials out of regulatory control. Most significantly, nuclear forensics has been applied in response to a number of incidents involving the illicit trafficking of highly enriched uranium and plutonium. The essential lessons learned from these experiences are incorporated in the revised publication to update the procedures and methods used in the conduct of a nuclear forensic examination as well as stress the importance of international cooperation.

The project's discussions were developed and expanded upon during a two-day public workshop held at the International Atomic Energy Agency in November 2007. A key aspect of that partnership may be cooperation in third countries where both the U.S. and Russia can draw on their experiences over the last decade of non-proliferation cooperation. More broadly, the following issues analyzed over the course of this RAS-NAS project included: safety and security culture, materials protection, control and accounting (MPC&A) best practices, sustainability, nuclear forensics, public-private partnerships, and the expansion of nuclear energy.

Nuclear forensics is the examination of nuclear or other radioactive material, or of evidence that is contaminated with radionuclides, in the context of legal proceedings under international or national law related to nuclear security. The analysis of nuclear or other radioactive material seeks to identify what the materials are, how, when and where the materials were made, and what their intended uses were. Important when conducting a nuclear forensics examination is the ability of States to identify nuclear and other radioactive material within the State and determine whether those materials are consistent with domestic holdings. As a system for the identification of nuclear or other radioactive material, a national nuclear forensics library can facilitate interpretation of findings and assist States in this determination. This publication seeks to assist States that choose to develop such a library tailored to their individual circumstances, national legal requirements, and security needs.
