Covers the Battle of Brandywine and the British capture of Philadelphia. In closing, remarks that Howe had reaped no capital advantage from the Campaign, referring to his capture of Philadelphia.

Suggests that Congress, in all their Corps, to promote by Brevet the Lt Colonels Commandant to be Brigadiers, and the first Majors to be Lieutenant Colonels. Can see no negatives to this plan, as it would not cost them anything, and allow them all to retain command of their regiments. It would, perhaps, grant these officers recognition and therefore motivate them. Also, if they were called on to enter the militia, their rank would give them command over the militia colonels and it might also strike some terror on their foes, & give a certain weight to the federal affairs which they stand much in need of. Respectfully submits the idea to Knox and defers to his better judgment.

Says that he was convinced that your motive for the publication was to perpetuate honorably the names of the officers of the Army, but now Knox is not sure of this.

Book excerpt: Writes, The insurgents who were assembled at Worcester in Massachusetts have disbanded- The people at Boston seem to be glad at this event and say it was the effect of fear- But the fact is that the insurgents effected their object, which was to prevent the Court of Common Pleas from proceeding to business. It is probable that the seizing some of the insurgents at Middlesex occasioned a greater number of them to assemble at Worcester than otherwise would have assembled merely on Account of preventing the common Pleas. Adds that it appears that the government planned to bring the insurgents to action but was prevented by uncommonly deep snow. Declares, The commotions of Massachusetts have wrought prodigious changes in the minds of men in that State respecting the Powers of Government every body says they must be strengthned, and that unless this shall be effected, there is no Security for liberty or Property. Hopes to see Washington along with Colonel [Jeremiah] Wadsworth in Philadelphia in a few days. Retained copy.

Knox advises against sending troops from the northern Continental force to the southward ... supposing the events at Charlestown [Charleston, South Carolina] to prove unfortunate. Writes, The great number of negroes and disaffected people in North and South Carolina will always render the conquest of that country comparatively easy with the more northern parts of the continent... But I cannot think it obligatory on Your Excellency to detach any troops at present from your small army; especially as you will be necessitated to garrison West Point with parts of it... Asserts that maintenance of the Hudson River posts should take precedence over other military concerns. Comments on the possible outcomes of a British attack on West Point. Writes, The enemy by being in possession of the water, have it amply in their power to distress and harass us; but it would be highly imprudent and unwise in us to divide our force so as to be incapable of making opposition in any place... I think therefore it would be rather improper at present to detach any troops because the situation of the force under Your Excellency relative to that of the enemy in New York would not permit it- Argues that the militia in North and South Carolina should turn out to assist the Continental Army.

Adds that Gorham's daughter is conducting herself beautifully, and is beloved by all her acquaintance.
