Book excerpt: Under the Constitution of the United States, those with political ambitions who aspire to serve in the federal government must be at least twenty-five to qualify for membership in the House of Representatives, thirty to run for the Senate, and thirty-five to become president. What is the justification for these age thresholds, and is it time to consider changing them? In this provocative and lively book, John Seery presents the case for a constitutional amendment to lower the age barrier to eighteen, the same age at which citizens become eligible to vote. He divides his argument into three sections. In a historical chapter, he traces the way in which the age qualifications became incorporated in the Constitution in the first place. In a theoretical chapter, he analyzes the normative arguments for office eligibility as a democratic right and liberty. And in a political chapter, he ruminates about the real-world consequences of passing such an amendment and the prospects for its passage. Finally, in a postscript, he argues that younger citizens in particular ought to be exposed to this fundamental issue in civics.

To promote youth leadership and more inclusive politics, youth organizations in Nigeria mobilized successfully for a constitutional reform to lower the eligibility age to run for political office. In this paper, we draw on global data to assess whether lower eligibility ages will in fact lead to higher levels of youth participation. We find that lower age requirements positively affect the representation of the youngest and next youngest cohorts in parliament. We draw on qualitative interviews and gender literature to theorize that lower age limits have immediate and longer-term "mobilizing effects", shifting the calculations of potential candidates in terms of the age at which they first decide to run for office

A persistent bug decimating Nigeria’s democracy and repeatedly leading to military coups has been brazen electoral violence perpetrated by the nation’s political elite. Nigeria's 2019 Democratic Experience analyses and explains what went wrong in Nigeria’s experiment with democracy. Nigeria, Africa’s most populous nation and the world’s seventh most populous nation, also contributes 70% of West Africa’s population. She is sub-Saharan Africa’s largest oil producer and has remained Africa’s largest economy by GDP since 2014. The country has hundreds of diverse ethnic nationalities and languages grouped into 36 states (or federating units) and an independent federal capital territory. Though recognized as Africa’s largest democracy, her democratisation process since the 1960s has remained tumultuous with massive electoral violence and political intolerance. This repeatedly compelled the military to intervene in the nation’s political history in the years 1966, 1983 and 1985. It is these developments that provided the motivation for this volume to capture for posterity the conduct of the 2019 General Elections in Nigeria.

Book excerpt: Officeholders in contemporary parliaments and cabinets are more likely than not to be male, wealthy, middle-aged or older, and from the dominant ethnicity, whereas young adults have an insufficient presence in political office. Young adults—those aged 35 years or under—comprise a mere ten percent of all parliamentarians globally, and three percent of all cabinet members. Compared to their presence in the world’s population, this age group faces an underrepresentation of one to three in parliament and one to ten in cabinet. In this book, Stockemer and Sundström provide a holistic account of youths’ marginalization in legislatures, cabinets, and candidacies for office through a comparative lens. They argue that youths’ underrepresentation in political office constitutes a democratic deficit and provide ample evidence for why they think that youth must be present in politics at much higher rates. They further embed this book within what they label a vicious cycle of political alienation, which involves the declining political sophistication of the young, their waning electoral participation, and their insufficient of representation in office. Empirically, the authors combine a global focus with in-depth studies, discussing the country-level, party-level, and individual-level factors that bar young adults’ entry to positions of political power. This is the first comprehensive book on youth representation and it has relevance for those broadly interested in issues of representation, democracy, inequality, and comparative politics.
