Addressing the overarching question of the relevance of transatlantic relations in the 21st century, the volume has three core objectives. The first is to reinforce the view that international alliances serve not only an external-oriented goal, but also a domestic-oriented aim, which is to control others’ behaviour. The second is to show that tensions amongst NATO allies have become more acute and, therefore, more dangerous. The third is to discuss current transatlantic relations through the adoption of a "second image" perspective; that is, one that emphasizes the multiple vertical linkages that connect NATO to the politics and the policies of each ally. The chapters presented here are built on a dual approach: on the one hand, they look at the place the Alliance occupies in the domestic public debate and the strategic culture of specific member states; on the other, they analyze how each of these countries contributes to NATO’s operations and what interests and visions they share for the Alliance’s future. This book will be of much interest to students of NATO, international organizations, foreign policy, and security studies in general.

Information was gathered from a literature search and from visits to the area while the author was assigned to the staff of Allied Command Northern Europe. While lacking vital intrinsic value, North Norway provides NATO with a base for forward surveillance and operations. It would be especially valuable for operations to block the sea routes between the Atlantic and the Soviet naval base complex in the Murmansk area. In addition, the credibility of NATO's collective security assurances would be seriously damaged if any NATO territory were occupied. (Modified author abstract).

If NATO fails to successfully defend this Flank, its vital North Atlantic SLOCS will be severly threatened and the rear of the Central Front will be exposed to attack from the sea. Norway's strategic location makes it the key to the defense of the region. Deterrence, the defense of Norway, and the protection of the Atlantic SLOCS are the fundamental goals of NATO in the region. Under current conditions NATO must meet two basic objectives to achieve these goals--the Alliance must provide reinforcements to Norway very early in a crisis and it must control the Norwegian Sea to maintain the war effort after the outbreak of hostilities. Four strategic options were considered in this analysis: expansion of deterrence, increased prepositioning, a defensive barrier, and forward defense. Of the four strategies, forward defense is recommended because it is the only strategy that adequately addresses the basic objectives.
