Download or read book Standards Matter written by Committee on Standards in Public Life and published by The Stationery Office. This book was released on 2013-01-17 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee for Standards in Public Life felt that the time was right to undertake a review of the key lessons that have been learnt since the Nolan Committee's first report (ISBN 9780101285025) was published in 1995 about how to improve ethical standards in public life - to stand back and reflect on what has been achieved and what still needs to be done. The report argues that much of the basic infrastructure to improve standards is now in place. Statements of key principles and codes of conduct have been adopted by most public bodies, new regulators have been created or had their existing remits clarified, and awareness of principles such as integrity, accountability and openness has increased considerably. The Committee believes standards of behaviour in many areas of public life have improved. But the Committee finds it disturbing that concerns continue to be raised about the integrity of so many of the country's key institutions or those within them; and the evidence of the last few years and months suggests that there is still much to do before the high standards in public life to which we all aspire are fully internalised in the cultures of all our public institutions. The report concludes that the need now is not for more principles, codes or regulators but rather for the existing arrangements to be more consistently and actively implemented.

Download or read book Justice and security green paper written by Great Britain: Ministry of Justice and published by The Stationery Office. This book was released on 2011-10-19 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: In safeguarding national security the Government produces and receives sensitive information. This information must be protected appropriately, as failure to do so may compromise investigations, endanger lives and ultimately lessen its ability to keep the country safe. The increased security and intelligence activity of recent years has led to greater scrutiny including in the civil courts, which have heard a growing numbers of cases challenging Government decisions and actions in the national security sphere. Such cases involve information that under current rules cannot be disclosed in a courtroom. The UK justice system is then either unable to pass judgment and cases collapse or are settled without a judge reaching any conclusions. This green paper aims to respond to the challenges of how sensitive information is treated in the full range of civil proceedings. It looks for solutions that improve the current arrangements while upholding the Government's commitment to the rule of law. It also addresses the need for public reassurance that the national security work is robustly scrutinised, and that the scrutinising bodies are credible and effective. The proposals in this consultation are in three broad areas: enhancing procedural fairness, safeguarding material and reform of intelligence oversight.

Download or read book Healthcare Across the UK written by Great Britain. National Audit Office and published by The Stationery Office. This book was released on 2012 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report highlights key trends and variations in the delivery of healthcare across the four nations of the UK. Life expectancy varies significantly across the UK - from 75.9 in Scotland to 78.6 in England for men, and from 80.4 in Scotland to 82.6 in England for women. Spending on health services in the UK more than doubled in cash terms in the last decade. In 2010-11, despite devoting a higher proportion of total public spending to health, England spent the least on health per person. NHS staff has also increased over the last decade. Scotland has the most GPs per person (80 per 100,000 people in 2009 compared with 70 in England and 65 per 100,000 in both Wales and Northern Ireland). Scotland also has the most medical hospital staff and nursing, midwifery and health visiting staff per person. Comparable data on the efficiency and quality of healthcare are patchy. In 2008-09, average hospital lengths of stay varied from 4.3 days in England to 6.3 days in Wales. Hospital waiting times have fallen in all four nations in recent years, although there are notable variations in how long patients wait for common procedures. In 2009-10 waiting times tended to be lower in England and Wales. There have been significant improvements in levels of healthcare associated infections with rates of MRSA infection dropping by a third or more in all nations. The NAO considers that there would be value in the health departments in the four nations carrying out further work to investigate the variations in performance and identify how they can learn from each other

Book excerpt: The Children's Plan, conceived after consultation with both parents and professionals, sets out the Government's ambitions for improving children and young people's lives over the next decade. The six strategic objectives are to: secure the health and wellbeing of children and young people; safeguard the young and vulnerable; achieve world class standards; close the gap in educational achievement for children from disadvantaged backgrounds; ensuring young people are participating in achieving their potential to 18 and beyond; and keeping children and young people on the path to success. The ambition depends on all children's services working together at the local level and the final chapter looks at the systems which are needed for this to happen
Download or read book The Scottish Secretaries written by David Torrance and published by Birlinn Publishers. This book was released on 2006 with total page 474 pages. Available in PDF, EPUB and Kindle. Book excerpt: What do two former Governors of Australia, Lord Macaulay's nephew and the owner of Scotland's finest salmon river have in common? They have all served their small nation as Scottish Secretary; some reluctantly and others with patriotic fervour. "The Scottish Secretaries" charts the trials and tribulations of the 38 men and one woman who have held the post since the position was resurrected by Salisbury in 1885. From humble beginnings as an ill-regarded offshoot of the Home Office, the department grew to become a mini-Whitehall by the 1920s. It was also an important wartime department in WWII and a testing ground for planning and social reforms during the white heat of the 1960s. But with the Scottish Parliament now established as the political centre of Scottish life, the re-christened Scotland Office is once again redundant. Drawing on first-hand accounts and contemporary correspondence, David Torrance paints a vivid biographical portrait of those figures - many now completely forgotten - who controlled Scotland's political agenda from both the Regency charm of Dover House and the Art Deco surroundings of St. Andrew's House.

Book excerpt: This report marks the culmination of the Disabled Children Review (UK). The Government wants all children to have the best start in life and the ongoing support that they and their families need to fulfil their potential. Disabled children are less likely to achieve as much in a range of areas as their non-disabled peers. Improving their outcomes, allowing them to benefit from equality of opportunity, and increasing their involvement and inclusion in society will help them, to achieve more as individuals.

This book was released on 2013-09-25 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee for the Office of the First Minister and deputy First Minister in this mandate, and the 2007-2011 mandate, has developed policy proposals to combine the offices of the Assembly Ombudsman for Northern Ireland and the Northern Ireland Commissioner for Complaints with their current powers remit and responsibilities - subject to the proposals set out. The proposals would also reform jurisdiction and powers and provide for appointment of the Northern Ireland Public Services Ombudsman (NIPSO) by Her Majesty on the nomination of the Assembly and for the NIPSO to report to the Assembly and Assembly Committees on a basis to be laid down in Standing Orders. Westminster legislation is likely to be required to enable the Assembly to confidently legislate on a small number of matters within the proposed Bill. Following consideration of this report the Committee will seek the assistance and consent of the Secretary of State in bringing forward relevant legislation.
