Book excerpt: This background paper to The State of Food and Agriculture 2023 reviews the methods used, as well as the data required, to estimate the hidden environmental, social and health costs associated with agrifood systems. The studies analysed are based on the true cost accounting approach, which can facilitate improved decision-making by policymakers, businesses, farmers, investors and consumers. The reviewed studies demonstrate that hidden costs of agrifood systems are considerable, and that action is needed at global, national and local levels. To apply true cost accounting at the country level, the methods developed must be downscaled and the data limitations overcome. This review goes through each cost category – environmental, social and health – and proposes approaches to deal with them, with a focus on country-level estimates and analysis, especially in data-scarce countries. Where data are not available or time is limited, methods combining secondary data are suggested. In some cases, the suggestion is to collaborate with research centres.The paper further argues that, when addressing hidden costs in agrifood systems, trade-offs may arise, which may require the use of more complex tools, such as partial and general equilibrium models, to analyse their impacts on different areas. In general, the extent of the compromise will be minimized if there are at least as many policy instruments as there are objectives. For example, if a country seeks to restore fish stocks and address rural poverty, restricting catch alone could increase poverty in the artisanal fishing community. Adding income support, however, could allow both objectives to be met.

Optimized resource usage, lifecycle management, and reduced carbon emission have become a priority for agri-food businesses today, and circular economy (CE) helps for a sustainable and flexible way to grow without exhausting primary materials, and it thinks beyond recycling and resource usage. The word CE best relates to the resource and efficiency management, 6Rs, closed-loop production systems, zero waste and lifecycle engineering, reduced overconsumption of resources and waste generation, enriched system redesign and business model innovation, thereby leading to sustainable development goals. In this light, the book calls for theoretical and empirically sound contributions that are focused on the different aspects of the circular economy, 6R’s, sustainable production and consumption, closed-loop systems, etc. in the agri-food sector.

It describes the RASFF approach on the legal level and with reference to notification procedures, including also new tools, which were launched in 2014: iRASFF and the RASFF Consumer Portal. In an introduction, the present status of the RASFF, which had originally been introduced in 1979, is briefly reviewed. It is described as the main basis of modern food policy in Europe, enabling member countries to take rapid corrective actions on the one hand, and to perform statistically reliable analyses of food-related hazards on the other hand. One chapter contains a statistical evaluation of RASFF notifications in general, and specifically with regard to chemical contaminants, including also allergens. In another chapter, reasons for rejections of food and feed at the European borders are analyzed in selected case studies. The Brief provides an easy description for the chemical dangers and contaminants it is referring to, outlining the names, properties, uses and importance in the food and feed industry, toxicological effects, and contamination sources. Elements of unilateral recentralisation are visible via financing mechanisms, the UK Internal Market Act and the Agriculture Act.
