Book excerpt: The Northern Water Resources Studies Program is one of two programs funded by the Department of Indian Affairs and Northern Development (DIAND) to deal with mining and the environment. Over the past two years, the Water Resources Division of DIAND has sponsored a series of workshops to review the current state of knowledge about the interactions between northern mineral development and aquatic ecosystems, to identify critical information or research gaps, and to devise a study program to fill those gaps. This report summarizes the findings of these workshops. It describes the environment of the Northwest Territories and Yukon; mineral development in the North and the potential impact from exploration, mine site development and operation, and closure and reclamation; and research needs and prospective studies on water resources, hydrological and physical processes, and biological and ecosystem processes.

World demand for minerals has intensified the exploitation of natural resources. This concern will undoubtedly continue to spread worldwide requiring a programme of enlightened environmental protection management policies and practices for the future. The review is based upon the dissertations of former BP spon sored students who were engaged to provide a better scientific understand ing of the causes of environmental problems associated with this industry. This benefits human society by moderating the rate of climate change, but also causes unprecedented changes to ocean chemistry. Carbon dioxide taken up by the ocean decreases the pH of the water and leads to a suite of chemical changes collectively known as ocean acidification. The long term consequences of ocean acidification are not known, but are expected to result in changes to many ecosystems and the services they provide to society. Ocean Acidification: A National Strategy to Meet the Challenges of a Changing Ocean reviews the current state of knowledge, explores gaps in understanding, and identifies several key findings. Like climate change, ocean acidification is a growing global problem that will intensify with continued CO2 emissions and has the potential to change marine ecosystems and affect benefits to society. The federal government has taken positive initial steps by developing a national ocean acidification program, but more information is needed to fully understand and address the threat that ocean acidification may pose to marine ecosystems and the services they provide. In addition, a global observation network of chemical and biological sensors is needed to monitor changes in ocean conditions attributable to acidification.

This report identifies methods for assigning economic value to ecosystem servicesâ€"even intangible onesâ€"and calls for greater collaboration between ecologists and economists in such efforts.
