Book excerpt: In the 21st century, with China’s rise and the United States(U.S.)’ relative decline, the U.S.-China relationship together with strategic environment in Northeast Asia is changing. China is expanding its influence from Northeast Asia to Southeast Asia and Central Asia. As a result, China is forming a new type of ‘check and balance,’ and ‘cooperation and conflict’ with the U.S. in Southeast Asia and Russia in Central Asia. Such changes in China’s foreign relations policy and strategy as well as the strategic environment in Northeast Asia will have a higher possibility of influencing the unification on the Korean Peninsula. Therefore, it is necessary to precisely analyze the international situation surrounding the Korean Peninsula and to examine China’s foreign relations with countries in Northeast Asia, Central Asia and Southeast Asia. This research provides the analysis of China’s external relations policy in these three regions to understand the international circumstances surrounding the Korean Peninsula. The research aims to form the basis for the future unification diplomatic strategy. The first part of this book explains China’s major diplomatic relationships towards four East Asian countries: Japan, Russia, North Korea, and Taiwan. This chapter particularly provides a keen analysis of developments of each relationship and discusses how China initiates its diplomatic strategy and embodies its four major diplomatic relationships. Next part analyzes China’s aggressive foreign policy in Central Asia. This part suggests that China’s active policies towards Central Asian countries during the past decade is due to the increased importance of the region to China for the following aspects: national security, geopolitical location, energy and market. Considering the aforementioned factors, China’s enhanced influence in the region and intensified relations with the neighboring countries are mainly examined. The last part explores Southeast Asia’s foreign policy in the context of the rise of the G2 rivalry, focusing on Cambodia, Vietnam, and Myanmar. This part emphasizes the importance of Southeast Asia for the U.S. and China from a geopolitical perspective. Then, it goes on how each nation formed and developed its relationship with the U.S. and China, what each country’s national interest is, how they influence their foreign polices toward the two big giants, and how each country shape their policies in response to the conflictual and suspicious relationship between Washington and Beijing. In sum, this study provides an in-depth analysis of China’s overall diplomatic strategy. It is particularly significant for the policy-makers in South Korea and other countries to understand China’s external relations in the transitional situation on the East Asian regional level as well as on the global level. Book excerpt: China's Sino-centrism and expansionism, the U.S. America First policy, Russia's Neo-Eastern policy and North Korea's incessant adventurism pose ongoing security challenges to the Northeast Asian region. Within this turbulent global and regional strategic environment, ROK-Japan security cooperation is essential to the stability and peace in the Western Pacific, the Korean Peninsula, and the world as a whole. But there is still an onslaught of issues complicating security cooperation between the two countries, including historical legacies such as the comfort women issue, territorial disputes, mutual distrust, ambivalent national interests, and distorted political and social relations. Despite these difficulties, ROK-Japan can improve military-military cooperation by the professionalism of each national defense. This paper aims to examine the current realities of security and military cooperation between the Republic of Korea and Japan in the ever-changing turbulent strategic environment of the 21st century. It also works to explore potential strategies and policies so as to enhance cooperative security relations between the two countries.

The security architecture in Northeast Asia to date has been predominately U.S.-dominated bilateral alliances, weak institutional structures and the current Six Party Talks dealing with the North Korean nuclear issue. There has been a distinct lack of desire among regional countries as well as the U.S. to follow in the footsteps of Europe with its robust set of multilateral institutions. However, since the late 1990s, there has been burgeoning interest among regional states towards forming new multilateral institutions as well as reforming and revitalizing existing mechanisms. Much of this effort has been in the economic and political arenas, with the creation of bodies such as the East Asian Summit, but there have also been important initiatives in the security sphere. This book offers detailed examinations about how this potentially tense region of the world is redefining certain longstanding national interests, and shows how this shift is the result of changing power relations, the desire to protect hard-won economic gains, as well as growing trust in new processes designed to foster regional cooperation over regional conflict. Such a strategy involves adding some military roles to prevent regional imbalance and realignments, to provide regional presence for rapid response and humanitarian assistance, to provide a catalyst/forward trigger for U.S.-led coalitions (including the UN), and to help exploit Asian dynamism and strengthen U.S. leverage.

This thesis contends that a multipolar, balance of power system is emerging in Northeast Asia, and that the appropriate U.S. response is to adopt a grand strategy of selective engagement. The first half of this thesis focuses on U.S. security interests, the Northeast Asian threat environment, and the shortcomings of post-Cold War U.S. policies. The second half describes the diplomatic, military and economic attributes of a selective engagement grand strategy. Recognizing that the age of geopolitics has not yet ended in Northeast Asia, U.S. diplomacy would endeavor to maintain equilibrium and prevent the rise of a regional hegemony by casting the United States in the role of balancer, grand facilitator, and honest broker. Militarily, a selective engagement approach would capitalize on the strengths of a maritime grand strategy to provide more flexibility at a lower cost. Finally, a grand strategy of selective engagement would acknowledge the centrality of economics to national security by linking economic policies directly to political and military strategy. (RWJ).
