This article contributes to that literature by investigating whether north-south trade-related technology diffusion has a regional dimension. To do so, we build a weighted foreign research and development index at the industry level to account for international and interindustry technology spillovers. Using parallel analysis for nine developing countries, we find: (1) north-south trade-related technology diffusion is strong and significant and (2) north-south technology diffusion tends to have a regional dimension: developing countries in Asia, Latin America, and the Middle East tend to benefit, respectively, more from trade with Japan, North America, and Europe than from trade with other northern regions.

Deep integration through signing deep regional trade agreements (DRTAs), which cover various policy areas in addition to tariff reductions, may or may not facilitate technology spillovers among their signatories. To understand the mechanism of the impact of deep integration on technology spillovers, this book starts by analyzing the behavior of global firms. Factors that affect global firms' activities, such as export, foreign direct investment (FDI), offshore outsourcing, are examined. Micro data on Japanese firms are employed for the analysis. Then, the relationships between bilateral trade patterns and technology spillovers and between types of FDI and technology spillovers are investigated in detail. Patent citation data are used to measure technology spillovers. Finally, the impact of DRTAs on international technology spillovers is analyzed. Book excerpt: Knowledge accumulation means either new knowledge (an increase in its quality), greater access to existing knowledge (an increase in its quantity), or both. Schiff and Wang examine the relative contribution of these two components of knowledge to total factor productivity (TFP) for North-North and North-South trade-related knowledge diffusion, with quantity proxied by openness, and quality by the research and development (Ramp;D) content of trade. The measure of foreign Ramp;D used in the literature on trade-related knowledge diffusion imposes equal contributions to TFP of openness and of Ramp;D content of trade. The authors' analysis shows that Ramp;D has a greater impact on TFP than openness for North-North trade and, conversely, openness has a greater impact on TFP than Ramp;D for North-South trade. These results imply that the impact of openness on TFP in developing (industrial) countries is larger (smaller) than previously obtained in this literature, and that developing countries can obtain larger productivity gains from trade liberalization than previously thought.This paper - a product of Trade, Development Research Group - is part of a larger effort in the group to examine the link between trade and international technology diffusion.

Book excerpt: This paper studies whether trade promotes North-South and South-South technology spillovers at the industry level, and how the absorptive capacity of the South affects the impact of the technology spillovers. Using data from 16 manufacturing industries in 25 developing countries from 1976 to 1998, the paper shows: (i) North-South trade-related R&D has a substantial impact on total factor productivity in the South; (ii) South-South trade-related R&D also promotes technology spillovers but with a smaller magnitude; and (iii) human capital is very important in facilitating North-South and South-South technology spillovers: an increase in human capital could lead to over three times the size of technology spillovers from an increase in trade-related foreign R&D.

Book excerpt: This paper investigates whether trade promotes North-South and South-South technology spillovers at the industry level, and how the absorptive capacity of the South affects the impact of the technology spillovers. It uses "effective" instead of "available" trade-related R&D in the South by incorporating human capital as a measure of absorptive capacity, then develops a method to measure the indirect trade-related R&D among the South and its effects on technology spillovers. Iteration and bootstrap methods are used to estimate parameters and their standard errors with data from 16 manufacturing industries in 25 developing countries over the period 1976-1998. Estimation results show that: (i) North-South direct R&D spillovers through trade are substantial, but South-South indirect R&D spillovers are very small; these results are robust both for the pooled data and for each single industry. And (ii) the absorptive capacity in the South is rather low on average, but it has a great potential to increase given one unit increase in their human capital.
