Book excerpt: The author presents a convincing new interpretation of the origins and nature of the agrarian crisis that gripped the North China Plain in the two centuries before the Revolution. His extensive research included eighteenth-century homicide case records, a nineteenth-century country government archive, large quantities of 1930's Japanese ethnographic materials, and his own field studies in 1980. Through a comparison of the histories of small family farms and larger scale managerial farms, the author documents and illustrates the long-term trends of agricultural commercialization, social stratification, and mounting population pressure in the peasant economy. He shows how those changes, in the absence of dynamic economic growth, combined over the course of several centuries to produce a majority, not simply of land-short peasants or of exploited tenants and agricultural laborers, but of poor peasants who required both family farming and agricultural wage income to survive. This interlocking of family farming with wage labor furnished a large supply of cheap labor, which in turn acted as a powerful brake of capital accumulation in the economy. The formation of such a poor peasantry ultimately altered both the nature of village communities and their relations with the elites and the state, creating tensions that led in the end to revolution.

Drawing on government archives from Huailu county, Hebei province, it explores local practices and official systems of social control, land taxation, and "self government" at the village level. Its analysis of peasant behaviors bridges the gap between the rational choice and moral economy models by taking into account both material and symbolic dimensions of power and interest in the peasant community. The author's interpretation of village/state relations before 1900 transcends the state and society dichotomy and accentuates the interplay between formal and informal institutions and practices. His account of "state making" after 1900 underscores the continuity of endogenous arrangements in the course of institutional formalization and the interpenetration between official discourse and popular notions in the new process of political legitimization.

This book is an ambitious attempt to offer both a method and a framework for analyzing Chinese social history in the state-making era. The author constructs a prismatic view of village-level society that shows how marketing, kinship, water control, temple patronage, and other structures of human interaction overlapped to form what he calls the cultural nexus of power in local society. The author's concept of the cultural nexus and his tracing of how it was altered enables us for the first time to grapple with change at the village level in all its complexity. The author asserts that the growth of the state transformed and delegitimized the traditional cultural nexus during the Republican era, particularly in the realm of village leadership and finances. Thus, the expansion of state power was ultimately and paradoxically responsible for the revolution in China as it eroded the foundations of village life, leaving nothing in its place. The problems of state-making in China were different from those of eighteenth- and nineteenth-century Europe; the Chinese experience heralds the process that would become increasingly common in the emergent states of the developing world under the very different circumstances of the twentieth century.

Among its consequences are the falling dry of streams and wetlands, soil subsidence, die-off of phreatophytic vegetation, saline water intrusion, increased pumping cost and loss of storage needed for drought relief. Stopping or reversing the trend requires management interventions. The North China Plain serves as an example. A management system is set up for a typical county. It contains three components: monitoring, decision support based on modelling, and implementation in the field. Besides all monitoring data, the decision support module contains an irrigation calculator, a box model, and a distributed groundwater model to project the outcomes of different water allocation scenarios. In view of grain security, a solution combines an adaptation of the cropping system with imports of surface water from the South. The Open Access book does not only describe the problem and the path to its solution. It also gives access to nine manuals concerning methods used. They include computer programs and the game Save the Water. The Chinese experience should be of considerable interest to other regions in the world which suffer from over-pumping of aquifers.
