Indeed, according to Russian President Dmitry Medvedev, the greatest domestic threat to Russia's security is the ongoing insurgency in the North Caucasus. This insurgency grew out of Russia's wars in Chechnya and has gone on for several years, with no end in sight. Yet it is hardly known in the West and barely covered even by experts. In view of this insurgency's strategic importance and the fact that the U.S. military can and must learn for other contemporary wars, the Strategic Studies Institute (SSI) felt the need to bring this war to our readers' attention and shed more light upon both sides, the Islamist (an nationalist) rebels and Russia, as they wage either an insurgency or counterinsurgency campaign. While the evident and primary cause of this current war is Russian misrule in the North Caucasus in the context of the Chechen wars, it also is true that Russia is now facing a self-proclaimed fundamentalist, Salafi-oriented, Islamist challenge, that openly proclaims its links to al-Qaeda and whose avowed aim is the detachment of the North Caucasus from the Russian Federation. Therefore, we should have a substantial interest in scrutinizing the course of this war both for its real-world strategic implications and for the lessons that we can garner by close analysis of it. The three papers presented here are by well-known experts and were delivered at SSI's third annual conference on Russia that took place at Carlisle, PA, on September 26-27, 2011. This conference, like its predecessors, had as its goal the assemblage of Russian, European, and American experts to engage in a regular, open, and candid dialogue on critical issues in contemporary security; this panel realized that ambition, as Dr. Hahn is American, Dr. Markedonov is Russian, and Dr. Cornell is Swedish.

The monograph identifies four major factors that have led to the weakening of the locally operating insurgent groups: (1) the selective targeting of insurgents and their supporters; (2) the collective punishment of insurgents' relatives; (3) the infiltration and decapitation of insurgent groups; and, (4) the North Caucasians' recruitment into the Syrian Civil War. The monograph also points to the inherent shortcomings of these factors that have disabled the federal and local authorities, in spite of their triumphant reports, to put an effective end to the regional insurgency. First, the risk of severe penalization notwithstanding, many locals, driven by the locally embedded codes of retaliation and hospitality, as well as by their sympathies toward the insurgents, have continued to provide support to the insurgents and to put up resistance to the incumbent forces. Second, with elite counter-insurgent forces limited in numbers and increasingly deployed outside of Russia-for instance, in eastern Ukraine and Syria-local police, infamous for incompetence and corruption, have recurred as the main counterinsurgency force. Third, while decapitation has failed to put an effective end to insurgent groups, these groups' infiltration, in itself largely effective, has become more difficult due to the insurgent groups' increasingly selective recruitment policies. Fourth, the falling numbers of North Caucasian volunteers to the Syrian Civil War since around 2015, has opened the avenue for prospective recruits to join the jihadist groups operating in their native region. In spite of severe blows dealt to insurgent groups since the early 2010s, this monograph concludes that the North Caucasus insurgency is still alive and likely to survive in the years to come.

It represents a threat to Russian, U.S., and international security as evidenced by terrorist plots perpetrated or inspired by it in Belgium, the Czech Republic, Denmark, Spain, Azerbaijan, and Boston.

Book excerpt: Recent wars in Eurasia have foregrounded the flows of foreign fighters between distinct insurgent battlefronts. Since 2011 thousands of individuals have travelled from the Caucasus and Central Asia to fight in Syria and Iraq. Caucasians have also appeared in the fighting that followed Ukraine’s Euromaidan Revolution in 2014. Resolutions of these conflicts promise further movements as foreign fighters return home. This collection of articles presents for the first time in one volume a cross-regional comparative perspective on the trajectories of foreign fighters between the Caucasus, Central Asia, the Middle East and Ukraine. Drawing on extensive primary sources, contributors theorize the life cycles of foreign fighter waves and the respective roles played by pre-existing insurgent networks, transnational ideologies such as "global jihad" and "Eurasianism", and propaganda framing by insurgent groups such as the Islamic State. They examine regional state responses to the security threat posed by foreign fighters, showing how current security governance regimes can reinforce insurgent ideologies attracting violent militants. Finally they investigate the motivations for foreign fighters to return to their home states in the Caucasus and Central Asia. Arguing for the networked character of insurgencies in Eurasia, this book offers a unique overview of the foreign fighter phenomenon across the continent. Book excerpt: Violence in the North Caucasus, a multi-ethnic region on Europe's easternmost edge, has been going on almost continuously since 1994, becoming a hallmark of post-Soviet Russia. Back then, just 3 years after the dissolution of the Soviet Union and 5 years after the Soviet military's withdrawal from Afghanistan, armed conflict in the nation's southwestern periphery broke out following the Russian Army's incursion into the breakaway republic of Chechnya. Within less than a decade, what began as a local ethno-separatist rebellion effectively morphed into an Islamist insurgency, spreading in the early-2000s from Chechnya to most of the Muslim-majority region. Moreover, even though the Russian authorities declared in 2009 the ultimate end of the counterterrorist operation, jihadist groups have still been underway in the North Caucasus.
