The study of perceptions, although dating back to the mid-1970s, is gaining renewed currency in recent years both in international relations, in general, and in European Union studies, in particular. And yet, despite the significance of external perceptions of the European Union, there is still a lack of theoretical forays into this area as well as an absence of empirical investigations of actual external role conceptions. These lacunae in scholarly work are significant, since how the European Union is perceived outside its borders, and what factors shape these perceptions, are crucial for deepening the theory of “Normative Power Europe.” The book analyzes Israeli perceptions towards “Normative Power Europe,” the European Union, and NATO through five themes that, the book argues, underscore different dimensions of key Israeli conceptions of “Normative Power Europe” and NATO. The book seeks to contribute to the existing research on the European Union’s role as a “normative power,” the Union’s external representations, and on Israeli-European Union relations more broadly.

Book excerpt: The conventional wisdom in the literature on EU-Israel/Palestine relations is that the EU has only displayed very limited, if any, normative power in the Israeli-Palestinian conflict. Previous studies have focused on the ability, or rather inability, of the EU to diffuse any of the core norms behind Ian Manners' concept of 'Normative Power Europe' (NPE) into the Israeli-Palestinian conflict, while tending to ignore the ability of the EU to shape what is considered normal in many aspects of the conflict - either by making others adopt its policies, or by contributing to creating consensus around an issue. By using Tuomas Forsberg's framework of four different mechanisms of normative power: persuasion, invoking norms, shaping the discourse and the power of example on three important case studies from the conflict (EC/EU's declaratory diplomacy on the need for a just peace in the conflict, the Palestinians' bid for statehood at the UN in 2011 and the emerging 'differentiation strategy'), this article concludes that the EU has much more normative power in the Israeli-Palestinian conflict than the literature has previously acknowledged.

Book excerpt: In this article, the unfolding events surrounding the publication of the EU Guidelines prohibiting the allocation of funds to Israeli entities in the Occupied Territories are used to offer three observations about the impact of 'the local' on 'Normative Power Europe' (NPE). First, the case study reveals the growing influence of the power of 'the European local' on the decision of whether or not to deploy normative power. Second, it underscores the fact that local power relations in the target country often determine the reaction to NPE, while the reaction often produces the visibility of the normative edicts and thus helps empower NPE. And third, NPE's visibility has an impact on the EU's self-identification, but not necessarily on the policies it criticizes. These observations underscore the importance of analyzing the various levels of 'the local' and their relation to NPE in order to understand the latter's political impact.

To date little research has been devoted to uncovering the conditions for peace, and the factors that contribute to stabilizing the state of peace. It discusses the conditions under which various types of ‘peace’ might emerge on a regional level and the factors most likely to determine the outcome. The book takes an innovative approach through a systematic comparison of two regions that are particularly prominent and important for the subject of regional pacification: Europe and the Middle East. While many believe that the European case is the indispensable model for peacemaking, others believe that these two regions are too different for Europe to be a useful framework for the Middle East. It argues that while a mindless copying of European models will not lead to peace in the Middle East, important insights can be gained from the most successful case of regional peacemaking to date. First, with addressing normative power as Pouvoir Normatif, a clearer demarcation between military, civilian and normative powers is introduced. Second, the research aims at better establishing the role of civil society in NPA and the foreign relations of the EU. The research outline a theoretical model which starts with the Europeanization processes of civil society organizations, their establishment of a socialization platform that better enables the travel of norms, and their ability to exert Empirically, this research focuses on the realm of higher education and the European European Higher Education Area (EHEA), its external dimension, and the place of the state of Israel in the process. The research then traces the historical evolution of the ESU- its Europeanization process, its external dimension and its evolution as an international socialization platform. A deepening of the case study is introduced by tracing the relationship of ESU with a member student union, the National Union of Israeli Students (NUIS). An empirical examination based on in-depth interviews and documentary analysis is then applied to measure ideational diffusion that is based on socialization processes. The research finds that Europeanization processes have had profound impact on the ESU. The organization became EU centered, and have also developed mechanisms for socialization, enabling it to serve as a norm entrepreneur and as part of the EHEA external dimension. The organization was able to inflict some impact on the Israeli with Bologna issues. In spite of this, local norm entrepreneurs and the constellation of the TEMPUP apparatus, have had much more impact on the Israeli organization and have led to traceable ideational diffusion. the EU is able to inflict ideational diffusion on future elites and exert changes in conceptions that takes root on the local level, but could be uploaded to the national level, such as in the case outlined in this paper. -- abstract.

Departing from the literature that sees the United States, Europe, and Russia as outside diplomatic actors, and regional powers such as Egypt, Iran, Saudi Arabia, and Turkey as part of the conflict, Daniela Huber instead conceptualizes all of them as actors in the regional/international dimension of the conflict, which they (re)produce through their role performances. Anchored in grounded theory and critical discourse analysis, she examines the scripts that have been performed by these powers at the United Nations and how the authoritative international framing of the conflict has evolved in the UN Security Council and General Assembly, identifying periods of continuity and ruptures in these scripts, as well as alternatives to them.
