Such obedience was the curse of the "old" education. "Tradition" and "prescription" determined the methods not only in oriental systems of education, but also in the later civilizations of Europe. The principle of authority has not wholly disappeared from modern schoolrooms. Rational methods of teaching, indeed, are the exception rather than the rule in the great mass of American teachers. The individual teacher must have part in the construction of the science in which his art is to have its foundations. Otherwise the "new" education will simply substitute one tyrant for another. In other words, obedience to principles of philosophy, though it be the best philosophy, is only slavery as long as the teacher who submits to such laws cannot justify these in his own consciousness. The great mass of teachers is not equal to the task of constructing the complex science of education independently. This task implies not only analytic knowledge of human nature in its manifold relations, but also the power of synthetic thought. The great body of teachers, therefore, need supervision in constructing their system of educational principles. It is hoped that the plan of the present treatise may supply at least a portion of the needed supervision. True their education departments might be so organized that they could discharge this responsibility, but constituted as they are at present, the emphasis is largely on the side of teaching subjects rather than on teaching children. The normal school that requires a four-year high school course for entrance and is thus free to devote itself largely to the professional side of the elementary school subject-matter has the advantage of the college and university departments of education, as they are constituted at present, in the preparation of teachers for the lower schools. If the elementary schools generally were organ ized on the departmental plan, some of the disadvantage might be obviated, but at present it is manifestly impossible for the university to give that attention to all the subjects of the ele mentary school curriculum that is so essential for teachers eu tering upon that particular field. Our best normal schools spend a relatively small amount of time in taking up new sub jects of study per se, but they devote themselves primarily to reviewing the elementary branches through the media of those more advanced. It is not so much a more extensive study of the lower subjects that is needed as a more intensive study of those same subjects with a view to teaching them. To the extent that the institutions of higher learning fail to do this - it is by no means to their discredit; they have another function in the intellectual world - to that very extent do they fall behind the normal school in the preparation of elementary teachers. Be cause all our normal schools are not ideal either in their condi tions for entrance or in the character of their work, does not justify the universities in attempting to assume part of these burdens. Each institution has abundant work in its own par ticular field. Let us rather work together to build up the standard of these lower professional schools until they attain the highest type of efficiency of which they are capable. Book excerpt: Excerpt from The Teaching of General Science Never before in this country has there been so insistent a demand for a more thorough and more comprehensive system of instruction in practical science. Forced by recent events to compare our education with that of other nations, we have suddenly become aware of our negligence in this matter. Now industrial and educational experts and commissions are united in demanding a change. While on the whole there has been a steady increase in the amount of time given to science work in the secondary and elementary schools, the attention paid to it, especially in the elementary schools, has been some what spasmodic, and its administration has been more or less chaotic. This is not due to lack of interest on the part of school officials but to their dissatisfaction with the methods of instruction employed. There is no doubt that superintendents would gladly introduce more science if they felt sure that the educational results would be commensurate with the time expended. This is indicated by a recent survey of about one hundred and fifty cities in seven states of the Central West. The survey shows that two-thirds of them have nature study in the elementary schools and that all are re quiring some science for graduation from the high school. The average high school is offering three years of science. Since 1900 there has been a greater increase in the percentage of students enrolled in science in the high schools than in any other subject with the one exception of English. Moreover, greater attention is now being paid to the training of teachers in methods of presentation of science. X The chief needs in science instruction today are a more efficient organization of the course of study with a View to its socialization and practical application, and a clear-cut realization on the part of the teacher of the aims, the principles of organization, and the methods of instruction; it is to meet these needs that this series is being issued. The books attempt to present such generalizations of science as the average pupil should carry away from his school experience and to organize them for the preparation of the teacher and for presenta tion to the class. The volumes will therefore be of three kinds: (1) source books with accompanying field and laboratory guides for the use of students in normal schools and schools of education, and of teachers, (2) pupils' texts and notebooks, and (3) books on the teaching of the various science subjects. In the first the material will be organized with special reference to the training of the teacher and the most effective methods of presenting the subject to students. In the second the matter will be simplified, graded, and arranged in such a way that the books will serve as guides in science work for the pupils themselves. Moreover, they will furnish texts for the grades and high school that will simplify the teacher's task of presentation and will assure well-tried and well-organized experiences, on the part of the pupil, with natural objects. This series of texts for elementary and secondary schools will have dependent continuity and the subject-matter will gradually increase in difficulty to accord with the increasing capacity of the pupils. It will furnish a unified course in science. The third type of book is for the teacher and deals with the history, aims, principles of organization, and methods of instruction in the several sciences. Several good books on the subject have been written from the standpoint of the profession for professional readers; this work is written from the standpoint of the class-room, for those who are being trained for the profession. Its-design is not so much to adorn the literature of the profession as to aid in building up the profession. The aim has been to prepare a work suitable for the use of the classes in our Normal Schools, - a work that can be studied and recited like a text-book on grammar or arithmetic. Origin. - The work grew up in the class-room. The matter was originally prepared for my own "teaching classes," and has been used by them for many years. Primarily, it was given orally to the classes, the pupils being required to write down only the leading definitions and principles and an outline of the discussions. Recently it became necessary to divide these classes and place them in charge of assistant teachers. For the use of these assistants the notes were expanded into a little treatise which the pupils were required to copy and recite. So inconvenient was this, and so much valuable time was lost, that I resolved to comply with the request of teachers and pupils and put the matter in a form for publication.
