Book excerpt: In the first paper we study commensurability property of the directional distance function (DDF). We find that a popular DDF with a fixed directional vector is neither absolute nor ranking commensurable. Nevertheless, this function can be commensurated if the directional vector is commensurated along with the data. We identify a necessary and sufficient condition for a vector that ensures commensurability of the DDF, which helps somewhat narrowing down the key issue for this function in practice-the choice of direction of measurement. In the second paper I test the performance of smooth homogeneous bootstrap bias-correction in multi-output frontier models using hyperbolic efficiency function. I propose an approximation procedure that substantially reduces the nonparametric estimation time while sacrificing little precision compared to the most precise nonparametric alternative. The performance of the uncorrected and bias-corrected estimates is tested in samples of different sizes via Monte Carlo simulation. All techniques perform well in large samples even without correction. Both parametric and nonparametric estimators benefit from the correction regardless of the sample size. Uncorrected nonparametric estimators perform well in large and require bias-correction in smaller samples. In the small samples bias correction shows marginally better results when applied to the parametric estimator. The final paper studies the effects of nontradeable emission quota and transferable emission quota systems on the accumulation of capital and output growth in small open economies. Both types of regulation impede the growth. The transferable emission quota system has different effects on the development of quota buyers and quota sellers. While quota buyers enjoy faster growth in the both capital stock and output as compared to the nontransferable quota system, quota sellers face slower capital accumulation and economic growth. The simulation using advances in frontier modelling confirms the theoretical findings and reveals that developmental consequences for quota sellers range from a slower capital accumulation to capital stock shrinkage. It also suggests that quota sellers substitute economic production for quota revenues and economic output falls over time.

Applying the model to measure the overall efficiency of U.S. electric utilities in the presence of both desirable and undesirable outputs indicated that the utilities had improved their overall management and environmental efficiency between 1996 and 2000.

Although some renewable energy technologies impact the environment, renewables are considered environmentally preferable to conventional sources and, when replacing fossil fuels, have significant potential to reduce greenhouse gas emissions. This book focuses on the environmental and economic benefits of using renewable energy, which include: (i) generating energy that produces no greenhouse gas emissions from fossil fuels and reduces some types of air pollution, (ii) diversifying energy supply and reducing dependence on imported fuels, and (iii) creating economic development and jobs in manufacturing, installation, and more. Local governments can dramatically reduce their carbon footprint by purchasing or directly generating electricity from clean and renewable sources. The most common renewable power technologies include: solar (photovoltaic (PV), solar thermal), wind, biogas (e.g., landfill gas, wastewater treatment digester gas), geothermal, biomass, low-impact hydroelectricity, and emerging technologies such as wave and tidal power. Local governments can lead by example by generating energy on site, purchasing green power, or purchasing renewable energy. Using a combination of renewable energy options can help to meet local government goals, especially in some regions where availability and quality of renewable resources vary. Options for using renewable energy include: generating renewable energy on site, using a system or device at the location where the power is used (e.g., PV panels on a state building, geothermal heat pumps, biomass-fueled combined heat and power), and purchasing renewable energy from an electric utility through a green pricing or green marketing program, where buyers pay a small premium in exchange for electricity generated locally from green power resources.

There are two main camps in efficiency analysis: that which estimates maximal output and attributes all departures from this as inefficiency, known as Data Envelopment Analysis (DEA), and that which allows for both unobserved variation in output due to shocks and measurement error as well as inefficiency, known as Stochastic Frontier Analysis (SFA). This volume focuses exclusively on SFA. The econometric study of efficiency analysis typically begins by constructing a convoluted error term that is composed on noise, shocks, measurement error, and a one-sided shock called inefficiency. Early in the development of these methods, attention focused on the proposal of distributional assumptions which yielded a likelihood function whereby the parameters of the distributional components of the convoluted error could be recovered. The field evolved to the study of individual specific efficiency scores and the extension of these methods to panel data. Recently, attention has focused on relaxing the stringent distributional assumptions that are commonly imposed, relaxing the functional form assumptions commonly placed on the underlying technology, or some combination of both. All told exciting and seminal breakthroughs have occurred in this literature, and reviews of these methods are needed to effectively detail the state of the art. The generality of SFA is such that the study of efficiency has gone beyond simple application of frontier methods to study firms and appears across a diverse set of applied milieus. This review should appeal to those outside of the efficiency literature seeking to learn about new methods which might assist them in uncovering phenomena in their applied area of interest.

Book excerpt: The format of this monograph is three essays, which we arrived at after spending a year writing over one hundred pages of what we even tually realized was a tedious reworking of old material. So we started over determined to write something new. At first we thought this approach might not work as a coherent mono graph, which is why we chose the essay format rather than chapters. As it turns out, there is a common thread—namely the directional distance function, which also gave us our title. As you shall see, the directional distance function includes traditional distance functions and efficiency measures as special cases providing a unifying framework for existing productivity and efficiency measures. It is also flexible enough to open up new areas in productivity and efficiency analysis such as environmen tal and aggregation issues. That we did not see this earlier is humbling; a student at a recent conference raised his hand and asked 'Why didn't you start with the directional distance function in the first place? In deed. This manuscript is intended to make up for our earlier oversights. This monograph contains papers coauthored with Wen-Fu Lee and Osman Zaim and one paper written by two former students, Hiroyuki Fukuyama and Bill Weber. We thank them for their contributions. Book excerpt: Nonparametric efficiency analysis has become a widely applied technique to support industrial benchmarking as well as a variety of incentive-based regulation policies. In practice such exercises are often plagued by incomplete knowledge about the correct specifications of inputs and outputs. Simar and Wilson (2001) and Schubert and Simar (2011) propose restriction tests to support such specification decisions for cross-section data. However, the typical oligopolized market structure pertinent to regulation contexts often leads to low numbers of cross-section observations, rendering reliable estimation based on these tests practically unfeasible. This small-sample problem could often be avoided with the use of panel data, which would in any case require an extension of the cross-section restriction tests to handle panel data. In this paper we derive these tests. We prove the consistency of the proposed method and apply it to a sample of US natural gas transmission companies in 2003 through 2007. We find that the total quantity of gas delivered and gas delivered in peak periods measure essentially the same output. Therefore only one needs to be included. We also show that the length of mains as a measure of transportation service is non-redundant and therefore must be included.
