Book Preference Erosion and Multilateral Trade Liberalization

Download or read book Preference Erosion and Multilateral Trade Liberalization written by Joseph F. Francois and published by World Bank Publications. This book was released on 2005 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Because of concern that OECD tariff reductions will translate into worsening export performance for the least developed countries, trade preferences have proven a stumbling block to developing country support for multilateral liberalization. The authors examine the actual scope for preference erosion, including an econometric assessment of the actual utilization and the scope for erosion estimated by modeling full elimination of OECD tariffs, and hence full most-favored-nation liberalization-based preference erosion. Preferences are underutilized due to administrative burden-estimated to be at least 4 percent on average-reducing the magnitude of erosion costs significantly. For those products where preferences are used (are of value), the primary negative impact follows from erosion of EU preferences. This suggests the erosion problem is primarily bilateral rather than a WTO-based concern.

Book Environmental Goods and Services

Download or read book Environmental Goods and Services written by Organisation for Economic Co-operation and Development and published by OECD. This book was released on 2001-07-31 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: To what extent are there trade impediments to the transfer and adoption of environmental goods and services? How can these be addressed by global trade negotiations? What is the role of complementary measures in order to ensure "win-win" benefits -- that is promoting both environmental protection and economic growth? And how can developing countries also benefit to ensure a triple -- "win-win-win" -- situation? This book addresses these questions. A key conclusion of the research is the need for policy settings to address both supply and demand-side factors. Indeed supply-side factors, including a diverse and cumulative range of trade barriers are more significant inhibitors of the deployment of technology and service-based solutions to global environmental challenges than has been assumed heretofore. As a new round of services trade negotiations gathers momentum at the World Trade Organisation, and efforts continue to launch a broader WTO Round encompassing tariff negotiations, it is hoped this volume makes a timely contribution to debate on how trade liberalisation can yield concrete results on the journey to sustainable development.

Book Open Markets Matter

Download or read book Open Markets Matter written by Organisation for Economic Co-operation and Development and published by OECD Publishing. This book was released on 1998 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: The benefits of open markets are tangible. In the last decade, countries that have been more open to trade and investment have achieved double the average annual growth of more closed economies. More individuals, firms and nations than ever before depend on the gains from trade and investment liberalisation. Yet anxiety about the effects of greater market integration remains. It is essential for long-term world prosperity that countries' commitment to trade and investment liberalisation be sustained. To be credible, that commitment must be rooted in and enjoy broad public support and understanding. This makes it all the more important to communicate what trade and investment liberalisation can and cannot do and be held responsible for. Trade and investment liberalisation is not painless. It should not be viewed as a cure-all nor presented as an end in itself. It is, however, an essential component of any coherent set of policies aimed at helping societies adjust to - and take advantage of - technology-driven transformations whose pace and depth are unprecedented. The stakes are high. This book examines the various channels through which open markets deliver considerable benefits to societies and their citizens; recalls the real pocket-book costs of protectionism; and addresses the full range of concerns that feature prominently in ongoing discussions over the effects of market liberalisation on employment, income distribution, environmental protection and national sovereignty. A central message of this book is that liberalisation forms part of the solution to the concerns of citizens, rather than being their root cause. The book's comprehensive treatment of the ins and outs of trade and investment liberalisation should make an important contribution to the public debate. It is essential reading for public officials, business leaders and private citizens who wish to take an active part in it.
