This report looks at the framework and guidance for non-competitive procurements; how the process is conducted and the outcomes. The findings were that although the procedures were well defined there was scope for further development and there was a need for improvement in some key areas. The outcomes on the process are mixed and the Department should make more use of past experience to inform future practice.

Book excerpt: Over the last five years, the Ministry of Defence (MOD) has used a non-competitive procurement process for a quarter of all its expenditure on equipment. The Committee's report concludes that the MOD's existing procedures for non-competitive procurement generally work well but could be enhanced to ensure that good practices are applied consistently. It states that the MOD should act upon the 12 recommendations made by the National Audit Office in its report (HC 290, Session 2000-01; ISBN 0102912262) to manage non-competitive contracts effectively. These recommendations are reproduced as an annex to this report.
