Book excerpt: Close readings of ostensibly “blank” works—from unprinted pages to silent music—that point to a new understanding of media. In No Medium, Craig Dworkin looks at works that are blank, erased, clear, or silent, writing critically and substantively about works for which there would seem to be not only nothing to see but nothing to say. Examined closely, these ostensibly contentless works of art, literature, and music point to a new understanding of media and the limits of the artistic object. Dworkin considers works predicated on blank sheets of paper, from a fictional collection of poems in Jean Cocteau's Orphée to the actual publication of a ream of typing paper as a book of poetry; he compares Robert Rauschenberg's Erased De Kooning Drawing to the artist Nick Thurston's erased copy of Maurice Blanchot's The Space of Literature (in which only Thurston's marginalia were visible); and he scrutinizes the sexual politics of photographic representation and the implications of obscured or obliterated subjects of photographs. Reexamining the famous case of John Cage's 4'33”, Dworkin links Cage's composition to Rauschenberg's White Paintings, Ken Friedman's Zen for Record (and Nam June Paik's Zen for Film), and other works, offering also a “guide to further listening” that surveys more than 100 scores and recordings of “silent” music. Dworkin argues that we should understand media not as blank, base things but as social events, and that there is no medium, understood in isolation, but only and always a plurality of media: interpretive activities taking place in socially inscribed space.

Book Reforming Intergovernmental Fiscal Relations and the Rebuilding of Indonesia

Download or read book Reforming Intergovernmental Fiscal Relations and the Rebuilding of Indonesia written by James Alm and published by Edward Elgar Publishing. This book was released on 2005-01-01 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: Indonesia is currently facing some severe challenges, both in political affairs and in economic management. One of these challenges is the recently enacted decentralization program, now well underway, which promises to have some wide-ranging consequences. This edited volume presents original papers, written by a select group of widely recognized and distinguished scholars, that take a hard, objective look at the many effects of decentralization on economic and political issues in Indonesia. There are many questions about this program: how will it be implemented, is there capacity at the local level to implement its reforms, is there sufficient local political accountability to make it work, and how will the decentralization affect the broader program of economic growth and stabilization? Topics covered include: the historical and political dimensions of decentralization, its macroeconomic effects, its effects on poverty alleviation, the assignment of expenditure and revenue functions across levels of government, the design of transfers, the role of natural resource taxation and the effects of local government borrowing. An authoritative, comprehensive collection, Reforming Intergovernmental Fiscal Relations and the Rebuilding of Indonesia will be of interest to economists and policy makers as well as students of public finance, development, and Asian economics.

Book Breaking the Political Glass Ceiling

Download or read book Breaking the Political Glass Ceiling written by Barbara Palmer and published by Taylor & Francis. This book was released on 2006 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: At the dawn of the new millennium, only twenty-five percent of elected state legislators were female, only five states had female governors, and a mere fourteen percent of the members of Congress were women. Extrapolating from data on women candidates in Congressional races from 1956 to 2002, Palmer and Simon explore how incumbency, social attitudes, and electoral strategy affect women's decisions to run for office. They dispel myths distorting our understanding of women candidates and challenge the reigning theories accounting for the low number of female Congress members.Breaking the Political Glass Ceilingis the most comprehensive analysis of women in Congressional elections available.

Book Hybrid Fault Tolerance Techniques to Detect Transient Faults in Embedded Processors

Download or read book Hybrid Fault Tolerance Techniques to Detect Transient Faults in Embedded Processors written by José Rodrigo Azambuja and published by Springer. This book was released on 2014-07-07 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book describes fault tolerance techniques based on software and hardware to create hybrid techniques. They are able to reduce overall performance degradation and increase error detection when associated with applications implemented in embedded processors. Coverage begins with an extensive discussion of the current state-of-the-art in fault tolerance techniques. The authors then discuss the best trade-off between software-based and hardware-based techniques and introduce novel hybrid techniques. Proposed techniques increase existing fault detection rates up to 100%, while maintaining low performance overheads in area and application execution time.

Book Macro Federalism and Local Finance

Download or read book Macro Federalism and Local Finance written by Anwar M. Shah and published by World Bank Publications. This book was released on 2008-06-20 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: The design of a federal system to deal with growth, stabilization, and regional and local development issues is the primary concern of this volume, edited by Anwar Shah. The book provides analytical tools to address issues arising from globalization, localization, and regional integration. It discusses tax harmonization issues associated with subnational value added tax administration. It provides a framework for fiscal discipline in a federal system. Lessons from international experiences from policies to deal with lagging regions are drawn. The book empirically examines the effect of fiscal decentralization on the overall size of the public sector. Finally, it draws lessons from industrial countries' experiences on local governance. This important new series represents a response to several independent evaluations in recent years that have argued that development practitioners and policy makers dealing with public sector reforms in developing countries and, indeed, anyone with a concern for effective public governance could benefit from a synthesis of newer perspectives on public sector reforms. This series distills current wisdom and presents tools of analysis for improving the efficiency, equity, and efficacy of the public sector. Leading public policy experts and practitioners have contributed to the series.
