Compared to the rest of the city's population Nairobi's slum dwellers are excluded from formal delivery systems in the land, housing and services sector. Research on inequality in Kenya identifies ethnic fragmentation as a key reason for unequal access to these resources on the national level. Using a political economy approach this paper challenges this notion. It argues that in the case of Nairobi's slums class as opposed to ethnicity has relatively greater explanatory power. This argument is based on secondary empirical evidence on the nature of political patronage, rent-seeking and collective action problems in the land, housing and services sector in Nairobi's slums.

It radically reverses the official version of the history of world cities as narrated during decades: slums are not at the margin of the contemporary process of urbanization; they are an integral part of it. Taking slums as its central focus and regarding them as symptomatic of the ongoing transformations of the city, the book moves to the very heart of the problem in urban planning. The book presents 16 case studies that form the basis for a theory of the slum and a concrete development manual for the slum. The interdisciplinary approach to analysing slums presented in this volume enables researchers to look at social and economic dimensions as well as at the constructive and spatial aspects of slums. Both at the scientific and the pedagogical level, it allows one to recognize the efforts of the slum’s residents, key players in the past, and present development of their neighborhoods, and to challenge public and private stakeholders on priorities decided in urban planning, and their mismatches when compared to the findings of experts and the demands of users. Whether one is a planner, an architect, a developer or simply an inhabitant of an emerging city, the presence of slums in one’s environment – at the same time central and nonetheless incongruous – makes a person ask questions. Today, it is out of the question to be satisfied with the assumption of the marginality of slums, or of the incongruous nature of their existence. Slums are now fully part of the urban landscape, contributing to the identity and the urbanism of cities and their stakeholders.

The interrelated themes addressed in these chapters - the national influence on urban development, the popular dynamics that shape urban development and the global currents on urban development - make up its framework. All authors and editors are African, as is the publisher. The only exception is Gran Therborn whose recent book, Cities of Power, served as motivation for this volume. Accordingly, the issue common to all case studies is the often conflictual powers that are exercised by national, global and popular forces in the development of these African cities. Rather than locating the case studies in an exclusively African historical context, the focus is on the trajectories of the postcolonial city (with the important exception of Addis Ababa with a non-colonial history that has granted it a special place in African consciousness). These trajectories enable comparisons with those of postcolonial cities on other continents. This, in turn, highlights the fact that Africa - today, the least urbanised continent on an increasingly urbanised globe - is in the thick of processes of large-scale urban transformation, illustrated in diverse ways by the case studies that make up the foundation of this publication.
