Book excerpt: Does diesel exhaust (DE) pose a risk to children sitting inside the bus on their way to and from school? This study of DE levels inside school buses attempts to answer this question in light of the evidence that DE causes cancer and premature death and exacerbates asthma and other respiratory illnesses. The results of the study are startling: A child riding inside of a diesel school bus may be exposed to as much as 4 times the level of toxic DE as someone riding in a car ahead of it. These exposures translate into a significant risk of cancer to children, posing as much as 23 to 46 times the cancer risk level considered significant under Fed. law. These results also suggest that DE on school buses could contribute to respiratory problems such as asthma.

But, as this book documents, smart growth has largely failed to address issues of social equity and environmental justice. Smart growth sometimes results in gentrification and displacement of low- and moderate-income families in existing neighborhoods, or transportation policies that isolate low-income populations.
