Book excerpt: During the 1994--95 heating season, the Massachusetts Division of Energy Resources (DOER) participated in a joint data collection program between several state energy offices and the federal Department of Energy's (DOE) Energy Information Administration (EIA). The purpose of the program was to collect and monitor retail and wholesale heating oil and propane prices and inventories from October 1994 through March 1995. This program augmented the existing Massachusetts data collection system and served several important functions. The information helped the federal and state governments respond to consumer, congressional and media inquiries regarding No. 2 oil and propane. The information also provided policy decision-makers with timely, accurate and consistent data to monitor current heating oil and propane markets and develop appropriate state responses when necessary. In addition, the communication network between states and the DOE was strengthened through this program. This final report begins with an overview of the unique events that had an impact on the petroleum markets prior to and during the reporting period. Next, the report summarizes the results from residential heating oil and propane price surveys conducted by DOER over the 1994--95 heating season. The report also incorporates the wholesale heating oil and propane prices and inventories collected by EIA and distributed to the states. Finally, the report outlines DOER's use of the data.

Book excerpt: In order to enable the Energy Information Administration (EIA) of the United States Department of Energy (US DOE) to execute its role in monitoring the cost and price movements within the United States' petroleum industry and to perform analyses and projections related to energy supplies, demand, and prices, the US DOE and the New Jersey Department of Energy (NJ DOE) entered into a cooperative agreement effective between February 26, 1979 and May 30, 1979. The NJ DOE agreed to undertake a weekly program to monitor and evaluate price fluctuations of residential heating oil (No. 2) sold in the State of New Jersey. The sample was randomly selected from a list of home heating oil dealers for each county. Each of the heating oil dealers was advised by letter of the overall purpose of the survey and of the specific information which would be requested. The survey was conducted by telephone on each Monday for the period February 26, 1979 through May 30, 1979. The dealers were asked for the discounted price of home heating oil (No. 2) as of the close of business of the preceding Saturday. The discounted price was defined as the gross price less any discount for early cash payment (i.e., 2% discount for payment within 10 days). Overall state maximum, minimum, and mean prices were calculated as well as the mean for each county in New Jersey. These data were reported to the Region II EIA Data Coordinator by letter within one or two days of their compilation. The statewide maximum, minimum, and mean prices were also reported by telephone to the Washington office of the EIA. A table is presented in this report with these data.

Book excerpt: In June 1977 the Main Office of Energy Resources, (OER), developed the Price Monitoring Survey, (PMS), to collect data to be analyzed and used as an indication of the average price of home heating fuels (Kerosene, No. 2) in the State and with less statistical validity at the county level. From a total population of approximately 500 fuel oil dealers a sample of 32 dealers was selected. The sample was selected from each of Maine's sixteen counties based on population centers with at least one sample point from each county. After sample selection was completed each of the 32 selected fuel oil dealers was telephoned and asked for the retail price of kerosene (number one), and the retail price of number two home heating fuel. In order to facilitate processing of survey results a computer program was developed. The program is interactive and is written in VSAPL. Each time the telephone survey is conducted input is verified and analysis is performed on the IBM-370 model 148 computer at the University of Maine at Orono. The OER believes that the program was a successful attempt to monitor price fluctuations in the home heating oil, retail market and intends to continue the program. It is felt that the program should be expanded to motor gasoline. Tables and graphs relating to the data collected are provided. These attachments depict price fluctuation over time and display the outputs of the program.

Book excerpt: The State, through the Vermont State Energy Office in Cooperative Agreement with DOE implemented a weekly Pilot Survey Program for residential No. 2 heating fuel prices. The purpose of this survey program was to collect weekly price data, calculate the statewide average, submit the results weekly to S.J. Seymour, Chief of Energy Data DOE Region I, Boston and publish the average prices to the public and the news media. The methodology used in collecting data was a spinoff of our monthly price survey which has been in place since July 1974. The sample size of the survey was developed at that time and was extracted from a statewide list of heating oil dealers. The selection of dealers was random with approximately 3 or 4 selected from each of the 14 counties for a total of 46. No emphasis was given as to population and or the sales volume of dealers in those counties. The dealer survey was conducted by telephone. The price of No. 2 heating oil in the pilot survey was the posted retail price for residential consumers excluding any credit and or discount practices. Continuous communications with the consuming public regarding fuel prices provided us with an ideal cross-check for the data collected in our survey. This provided us with survey price data validation. All information received through the survey was held to be confidential and we continue to treat it in that manner.

Book excerpt: A one-time survey of the approximately 250 No. 2 fuel oil retail dealers in the state of Rhode Island was conducted by the Governor's Energy Office during July and August of 1979. The information that was sought included name of supplier(s), storage capacity, number of customers, historic deliveries and historic inventories. The total number of dealers who responded to each question ranged between 39 and 190. While the participation was somewhat limited, the survey nevertheless provided the Energy Office with its first profile of the state's retail No. 2 heating oil dealers. While the collection of historic data may be of interest, the collection of accurate and up-to-date data on the price and supply of No. 2 oil is absolutely vital to ensure that adequate supplies are available to the approximately 200,000 dependent Rhode Island households. Tables are provided giving the high, low and average prices of retail and wholesale prices of No. 2 heating oils and retailer margins, inventories, and deliveries.
