Book excerpt: The internal dynamics driving the relationship between the state and local society during the Southern Song and Yuan dynasties has both captivated and baffled scholars. In this book, Sukhee Lee posits an alternative understanding of the relationship between the state and social elites in the middle period of Chinese imperial history. Directly challenging the assumption of a zero-sum competition between the power of the state and that of local elites, Negotiated Power shows in vivid detail how state power and local elite interests were mutually constitutive and reinforcing. It was precisely the connectedness of social elites to the state, as well as the presence of the state in local life, that was essential to the rise of a self-conscious local elite society during this period. In probing the historical trajectory of Mingzhou prefecture (today’s Ningbo), Lee makes extensive use of local gazetteers from the Southern Song and the Yuan dynasties, and the abundant literary collections that still survive from this area, including some 280 epitaphs written for Mingzhou people of the time.

Coming to grips with contemporary problems, this book argues, depends on understanding how people have historically generated, perceived, and responded to environmental change. This work explores interactions between society and environment in China’s most important marine fishery, the Zhoushan Archipelago off the coast of Zhejiang and Jiangsu, from its nineteenth-century expansion to the exhaustion of the most important fish species in the 1970s. This history of Zhoushan’s fisheries illuminates long-term environmental processes and analyzes the intersections of local, regional, and transnational ecological trends and the array of private and state interests that shaped struggles for the control of these common-pool natural resources. What institutions did private and state actors use to regulate the use of the fishery? How did relationships between social organizations and the state change over time? What types of problems could these arrangements solve and which not? What does the fate of these institutions tell us about environmental change in late imperial and modern China? This much-loved work, edited by Arthur W. Hummel Sr., was meticulously compiled and unique in its scope, and quickly became the standard biographical reference for the Qing dynasty, which lasted from 1644 to 1911/2. Amongst the contributors are John King Fairbank, Têng Ssû-yü, L. Carrington Goodrich, C. Martin Wilbur, Fêng Chia-shêng, Knight Biggerstaff, and Nancy Lee Swann. The 2018 Berkshire edition contains the original eight hundred biographical sketches as well as the original front and back matter, including the preface by Hu Shih, a scholar who had been China’s ambassador to the United States. An introduction by Pamela Crossley places this classic work in historical context, and discusses its origins, authors and editors, themes, style, and contemporary relevance. Chinese names in English have been converted to the pinyin transcription system (changing the book’s title from Ch’ing to Qing), but the traditional Chinese characters have been retained. Additional materials added by Berkshire include a general bibliography, a Wade-Giles to pinyin conversion table, and a list of Qing dynasty emperors. Arthur W. Hummel Sr. (1884–1975) was a missionary, sinologist, and the first director of the Orientalia Division at the Library of Congress. Pamela Crossley is a professor at Dartmouth College and a specialist on the Qing empire and modern Chinese history, as well as the software author and scholarly editor of the ECCP Reader, a digital companion to the original Eminent Chinese of the Ch’ing Period.
