Over the past thirty years nongovernmental organizations (NGOs) have played an increasingly influential role in international negotiations, particularly on environmental issues. NGO diplomacy has become, in the words of one organizer, an “international experiment in democratizing intergovernmental decision making.” But there has been little attempt to determine the conditions under which NGOs make a difference in either the process or the outcome of international negotiations. This book presents an analytic framework for the systematic and comparative study of NGO diplomacy in international environmental negotiations. Chapters by experts on international environmental policy apply this framework to assess the effect of NGO diplomacy on specific negotiations on environmental and sustainability issues. The proposed analytical framework offers researchers the tools with which to assess whether and how NGO diplomats affect negotiation processes, outcomes, or both, and through comparative analysis the book identifies factors that explain variation in NGO influence, including coordination of strategy, degree of access, institutional overlap, and alliances with key states. The empirical chapters use the framework to evaluate the degree of NGO influence on the first phase of the Kyoto Protocol negotiations on global climate change, the Cartagena Protocol on Biosafety, the United Nations Convention to Combat Desertification, negotiations within the International Whaling Commission that resulted in new management procedures and a ban on commercial whaling, and international negotiations on forests involving the United Nations, the International Tropical Timber Organization, and the World Trade Organization. By applying the theoretical concept of security governance, the author takes a look at frameworks such as the German Action Plan Civil Crisis Prevention, the Coordination Committee Humanitarian Aid, the Dutch PSD Network and the National Action Plan 1325. In conclusion, a comparison between Germany and the Netherlands reveals where NGOs can gain more access to foreign security policy. It eventually enables the author to argue how big or small the role of these non-state actors really is and what consequences this implies for both the empirical and theoretical side of foreign policy. Andreas Werner, M.A., studied Political Science, International Relations, Philosophy as well as Peace and Conflict Studies at the University of Marburg and at the Mount Allison University, Canada. He successfully defended his PhD thesis at the University of Münster in 2015. He currently works as a research associate at the German Police University.

Among the estimated several million NGOs in existence today, an increasingly visible number of organizations are defining themselves in religious terms – referring to themselves as "religious", "spiritual", or "faith-based" NGOs. This book documents the initial encounters between the particularly international segment of those organizations and the UN while at the same time covering the Protestant and Catholic spectrum that dominated the early years of their activities in the UN-context. This book focuses on the construction of the human rights discourse inside two religiously affiliated organizations: The Commissions of the Churches on International Affairs (CCIA) and Pax Romana (IMCS / ICMICA). These organizations have been formally accredited as NGOs by the UN, label themselves as religious, and look back upon a long and intense cooperation with the UN. Lehmann presents material from the archives of those two organizations that has so far rarely been used for academic analysis. In doing so, as well as documenting the encounters between those organizations and the UN, and looking at the Protestant and Catholic spectrum, the book provides new insights into the very construction of the notions of ‘the religious’ and the ‘secular’ inside those organizations. This work will be of great interest to all students of religion and international relations, and will also be of interest to those studying related subjects such as global institutions, comparative politics and international politics.
