Chapters explaining the underlying networks and the service standards provide details to those who need them for their daily work or as reference. Next Generation 9-1-1 services are carried over data networks that use the Internet Protocol (IP) to establish communications flows between the calling and called parties. These flows are created in a fundamentally different way than are those created on the circuit switched networks that carry Basic 9-1-1 and E9-1-1 calls. The differences between packet switched and circuit switched networks are explained and the challenges and opportunities offered by creating call flows using packet switched networks are also described.

Development and adoption of international standards is key to achieving 911 interoperability across multiple local, regional, state, and national public safety jurisdictions, and beyond into the global emergency communications environment. Based on conceptual definitions dating from 2000, development began on NG911 standards in 2003 when the National Emergency Number Association (NENA) initiated technical requirements and definition work on core Internet Protocol (IP) functionality and architecture. Beyond the walls of the 911 PSAPs, the consistent observance of standards is essential in accomplishing seamless transmission of data from the caller to 911, and on to emergency responders. As PSAPs expand the forms of data they receive and transmit to each other, and as emergency responders migrate to a broadband network (e.g., FirstNet), it is essential that standards are established and consistently adopted. A variety of standards already exist, and many are actively under development. However, there is limited coordination across the broad NG911 community regarding what completed standards are available, what standards overlap, and what standards still need to be established. The National 911 Program, led by the United States (U.S.) Department of Transportation (USDOT), National Highway Traffic Safety Administration (NHTSA), has compiled this list of standards activities related to NG911. The standards development organizations (SDOs) mentioned herein were given the opportunity to vet the contents of this document, to assess the status of specific standards. This is a living document, and the National 911 Program will publish, monitor, support, and promote the activities of SDOs in establishing a comprehensive set of standards for NG911.

Left uncorrected, civic life and national continuity will remain increasingly at risk. At stake well beyond our shores is the stability and future direction of an international political and economic system dependent on robust and continued U.S. engagement. Outdated hierarchical, industrial structures and processes configured in 1947 for the Cold War no longer provide for the security and resilience of the homeland. Security governance in this post-industrial, digital age of complex interdependencies must transform to anticipate and if necessary manage a range of cascading catastrophic effects, whether wrought by asymmetric adversaries or technological or natural disasters. Security structures and processes that perpetuate a 20th century, top-down, federal-centric governance model offer Americans no more than a single point-of-failure. The strategic environment has changed; the system has not. Changes in policy alone will not bring resolution. U.S. security governance today requires a means to begin the structural and process transformation into what this book calls Network Federalism. Charting the origins and development of borders-out security governance into and through the American Century, the book establishes how an expanding techno-industrial base enabled American hegemony. Turning to the homeland, it introduces a borders-in narrative—the convergence of the functional disciplines of emergency management, civil defense, resource mobilization and counterterrorism into what is now called homeland security. For both policymakers and students a seminal work in the yet-to-be-established homeland security canon, this book records the political dynamics behind the creation of the Department of Homeland Security, the impact of Hurricane Katrina and the ongoing development of what is now called the Homeland Security Enterprise. The work makes the case that national security governance has heretofore been one-dimensional, involving horizontal interagency structures and processes at the Federal level. Yet homeland security in this federal republic has a second dimension that is vertical, intergovernmental, involving sovereign states and local governments whose personnel are not in the President’s chain of command. In the strategic environment of the post-industrial 21st century, states thus have a co-equal role in strategy and policy development, resourcing and operational execution to perform security and resilience missions. This book argues that only a Network Federal governance will provide unity of effort to mature the Homeland Security Enterprise. The places to start implementing network federal mechanisms are in the ten FEMA regions. To that end, it recommends establishment of Regional Preparedness Staffs, composed of Federal, state and local personnel serving as co-equals on Intergovernmental Personnel Act (IPA) rotational assignments. These IPAs would form the basis of an intergovernmental and interdisciplinary homeland security professional cadre to build a collaborative national preparedness culture. As facilitators of regional unity of effort with regard to prioritization of risk, planning, resourcing and operational execution, these Regional Preparedness Staffs would provide the Nation with decentralized network nodes enabling security and resilience in this 21st century post-industrial strategic environment.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law.
