Book excerpt: This paper investigates the impact of local exposure to the migrant crisis on the local news market. Exploiting a narrow geographical setting, it explores a policy dating from June 2015, whereby French authorities introduced militarized controls at the Italian frontier. With the border controls in place, groups of migrants and asylum seekers who had planned to cross the border irregularly were pushed back to the Italian lands. With rejected migrants clustering at the border, natives residing along the Italian region were unevenly exposed to their settlement. Taking advantage of this unequal treatment as a natural experiment, this study uses novel data collected on the text and on the number of local news items for the border areas of Liguria, Italy, between 2011 and 2019. It documents that the backlog of migrants in the Italian border area was substantially mediatized: coverage of migration rose most in the most exposed municipalities. Conversely, anti-immigrant discourse in the news grew more in areas least directly in contact with the border. Exploring further this framing dimension, the bias effect turns out to be shaped by readers' demand and to be closely associated with local news penetration. Finally, this study documents that anti-immigrant slant and voting preferences share a similar broad direction, while a related broad pattern also appears in hate-crime records.

Book excerpt: Media have played an important role in framing the public debate on the “refugee crisis” that peaked in autumn of 2015. This report examines the narratives developed by print media in eight European countries and how they contributed to the public perception of the “crisis”, shifting from careful tolerance over the summer, to an outpouring of solidarity and humanitarianism in September 2015, and to a securitisation of the debate and a narrative of fear in November 2015. Overall, there has been limited opportunity in mainstream media coverage for refugees and migrants to give their views on events, and little attention paid to the individuals’ plight or the global and historical context of their displacement. Refugees and migrants are often portrayed as an undistinguishable group of anonymous and unskilled outsiders who are either vulnerable or dangerous. The dissemination of biased or ill-founded information contributes to perpetuating stereotypes and creating an unfavourable environment not only for the reception of refugees but also for the longer-term perspectives of societal integration.

The authors argue that Lampedusa should be understood as a synecdoche for European borders and boundaries. Widening the classical definition of the term ‘border’, the authors examine the different meanings assigned to the term by migrants, the local population, seafarers and associative actors based on their subjective and embodied experiences. They reveal how migration policies, international relations with African, Middle Eastern and Asian countries, and the perpetuation of new forms of colonization and imperialism entail heavy consequences for the European Union. This work will appeal to a wide readership, from scholars of migration, anthropology and sociology, to students of political science, Italian, African and cultural studies.

Lampedusa functions as a vicarious example of EU (external) borders all focused in one place. Borders consist of conflictive features: on the one hand border means exclusion of people from another state and on the other hand borders are always a zone of contact. Although the right to mobility is an important point of the Universal Declaration of Human Rights, “border regimes set up limits to the freedom of movement” and ignore the right of asylum. In this text, the author argues that in the last two decades, Lampedusa has been made the main example for the grievance of migration.
