As free blacks in eighteenth- and nineteenth-century America, three generations of Proctor men were permanently handicapped by the social structures of their time and their place. They subscribed to the Western, middle-class value system that taught that hard work, personal rectitude, and maintenance of family life would lead to happiness and prosperity. But for them it did not—no matter how hard they worked, how clever their plans, or how powerful their white patrons. The eldest, Antonio, born a Spanish slave, became a soldier for three nations and received government recognition for his daring and his skills as a translator. His son, George, an entrepreneur, achieved material success in the building trade but was so hampered by his status as a free black that he eventually lost not only his position in the community but his family. John, George's son, seized the opportunity proffered by Reconstruction and spent ten years in the Florida state legislature before segregation forced him to return to the life of a tradesman. Warner describes the Proctor men as "inarticulate." They left no personal papers and no indication of their attitudes toward their hardships. As a result, this work relies heavily on local government documents and oral history. Inference and intimation become vital tools in the search for the Proctors. In important ways the author has produced a case study of nontraditional methodology, and he suggests new ways of describing and analyzing inarticulate populations. The Proctors were not typical of the black population of their era and their location, yet the story of their lives broadens our knowledge of the black experience in America.

Hünefeldt pays particular attention to marriage relations and family life. Slaves used their family solidarity as a strategy, while slaveowners used the conflicts within families to prevent manumission. The author's focus on gender relations between slaveowners and slaves, as well as between slaves, is particularly original. Her eye for ethnographic detail and her perceptive reading of the documentary evidence make this book a rich and important contribution to the study of slavery in Latin America. The field has a long past, but as an organized discipline, it has a short history. The long past is detailed in Jaap van Ginneken's historical first chapter of the book. The short history of political psychology as an organized disci pline dates from 1978, when the International Society of Political Psychol ogy (ISPP) was founded (Stone, 1981, 1988). The formal establishment of an interdiscipline drawing upon various social sciences had numerous predecessors in the 20th century: Wallas's (1908) Human Nature in Politics, Harold Lasswell's Psychopathology and Politics in 1930, a book with the present title by Eysenck (1954), and The Handbook of Political Psychology, edited by the founder of the ISPP, Jeanne Knutson. Her Handbook defined the field at the time of its publication in 1973 (see espe cially Davies' chapter). The present revision of Stone's (1974) work is more modest in its aspira tions. It provides a selective introduction to the field, emphasizing topics that the authors believe to be representative and important. Many psycho logically relevant topics, such as political socialization, participation, voting behavior, and leadership, are not represented among our chapter titles.

Book excerpt: David Sowell traces the history of artisan labor organizations in Bogotá and examines long-term political activity of Colombian artisans in the century after independence. Relying on contemporary newspapers, political handouts, broadsides, and public petitions, Sowell analyzes the economic, social, and political history of the capital's artisan class, a middling social sector with very significant social and political strengths. This is the first study in English of nineteenth-century Latin American artisans and one of the few treatments that spans the whole of nineteenth-century Colombian history.The rise and late decline of artisan class political activity coincided the Colombia's integration into the world market. Initially petitioning for tariff protection, Bogotá's craftsmen in time mobilized to address numerous issues, including industrial education, internal trade order, credit, and better health and educational facilities. Sowell traces the transformation of Colombia's economy and the (mainly negative) effects its evolution had on bogotano artisans. By the end of the nineteenth century, the artisans class was fragmented, their labor leadership replaced by workers associated with industrial production, transportation systems, and the production of coffee.
