Book excerpt: In the late forties, Mathematical Programming became a scientific discipline in its own right. Since then it has experienced a tremendous growth. Beginning with economic and military applications, it is now among the most important fields of applied mathematics with extensive use in engineering, natural sciences, economics, and biological sciences. The lively activity in this area is demonstrated by the fact that as early as 1949 the first "Symposium on Mathe matical Programming" took place in Chicago. Since then mathematical programmers from all over the world have gath ered at the intfrnational symposia of the Mathematical Programming Society roughly every three years to present their recent research, to exchange ideas with their colleagues and to learn about the latest developments in their own and related fields. In 1982, the XI. International Symposium on Mathematical Programming was held at the University of Bonn, W. Germany, from August 23 to 27. It was organized by the Institut fUr Okonometrie und Operations Re search of the University of Bonn in collaboration with the Sonderforschungs bereich 21 of the Deutsche Forschungsgemeinschaft. This volume constitutes part of the outgrowth of this symposium and docu ments its scientific activities. Part I of the book contains information about the symposium, welcoming addresses, lists of committees and sponsors and a brief review about the Ful kerson Prize and the Dantzig Prize which were awarded during the opening ceremony.

Book excerpt: Managing safety of diverse systems requires decision-making under uncertainties and risks. Such systems are typically characterized by spatio-temporal heterogeneities, inter-dependencies, externalities, endogenous risks, discontinuities, irreversibility, practically irreducible uncertainties, and rare events with catastrophic consequences. Traditional scientific approaches rely on data from real observations and experiments; yet no sufficient observations exist for new problems, and experiments are usually impossible. Therefore, science-based support for addressing such new class of problems needs to replace the traditional “deterministic predictions” analysis by new methods and tools for designing decisions that are robust against the involved uncertainties and risks. The new methods treat uncertainties explicitly by using “synthetic” information derived by integration of “hard” elements, including available data, results of possible experiments, and formal representations of scientific facts, with “soft” elements based on diverse representations of scenarios and opinions of public, stakeholders, and experts. The volume presents such effective new methods, and illustrates their applications in different problem areas, including engineering, economy, finance, agriculture, environment, and policy making.

Book excerpt: ICALP 2009, the 36th edition of the International Colloquium on Automata, Languages and Programming, was held on the island of Rhodes, July 6–10, 2009. ICALP is a series of annual conferences of the European Association for Theoretical Computer Science (EATCS) which ?rst took place in 1972. This year, the ICALP program consisted of the established track A (focusing on algorithms, complexity and games) and track B (focusing on logic, automata, semantics and theory of programming), and of the recently introduced track C (in 2009 focusing on foundations of networked computation). In response to the call for papers, the Program Committee received 370 s- missions: 223 for track A, 84 for track B and 63 for track C. Out of these, 108 papers were selected for inclusion in the scienti?c program: 62 papers for track A, 24 for track B and 22 for track C. The selection was made by the Program Committees based on originality, quality, and relevance to theoretical computer science. The quality of the manuscripts was very high indeed, and many dese- ing papers could not be selected. ICALP 2009 consisted of ?ve invited lectures and the contributed papers.

Decision rules for migration are derived from a general model of Stochastic Dynamic Programming and the properties of temporary migration equilibria are discussed as well. Finally, some hints are given for esti- mating the theoretical models which are elaborated in the book. Many results concerning the properties of optimal migration policies and of temporary migration equilibria are new. For example, it is demonstrated that less information about a country might it make more attractive for immigration, and conditions are analyzed that imply the existence of a significant stream of migrants even between identical countries in a temporary equilibrium state. The book is written for the mathematically oriented reader in economics, operations research or econometrics who is interested in application of Stochastic Dynamic Programming to an important field of research in population economics.
