Stephan Klingebiel is Chair of the Inter- and Transnational Cooperation programme at the German Development Institute and Senior Lecturer at the University of Marburg, Germany. Xiaoyun Li is Chair Professor at China Agricultural University and Honorary Dean of the China Institute for South-South Cooperation in Agriculture. Prof. Li is the Chair of the Network of Southern Think Tanks and Chair of the China International Development Research Network. André de Mello e Souza is a researcher at the Institute for Applied Economic Research (IPEA), a Brazilian governmental think tank. Elizabeth Sidiropoulos is Chief Executive of the South African Institute of International Affairs. She has co-edited Development Cooperation and Emerging Powers: New Partners or Old Patterns (2012) and Institutional Architecture and Development: Responses from Emerging Powers (2015). Dorothea Wehrmann is a researcher in the Inter- and Transnational Cooperation programme at the German Development Institute.

With this new orientation, partnerships are often essential to deal with the added complexity and the larger number of agencies, groups, and stakeholders involved. The Partnership Dimension takes on the issues in a series of chapters divided into two general parts: Part 1, "Foundations of Partnership and Their Evaluation," covers the types of development partnership and critical issues involved, and Part 2, "Partnerships in Practice," then illustrates the aspects and lessons of partnership experience through a series of case studies. Many of the studies focus on the benefits of partnerships between institutions of government and civil society. Benefits include effective knowledge transfer, greater cross-national cooperation, the creation of new networks and capacity, and penetration of new markets. Book excerpt: 2014 will be an important milestone for shaping the policy field of development cooperation in a post-2015 context. Two central events are taking place. The Global Partnership for Effective Development Cooperation (GPEDC) will convene for its first High-Level Meeting in April 2014 in Mexico City. The United Nations (UN) Development Cooperation Forum (DCF) will hold its biennial meeting in July 2014 in New York. How will these two platforms shape development cooperation and its future governance architecture? Development cooperation, as a policy field dealing with the mobilisation of budgetary resources for the purpose of promoting development, is in a transition phase. For a long period, development cooperation has been closely linked to “aid”, a concept developed by the Development Assistance Committee (DAC) of the Organization for Economic Co-operation and Development (OECD). However, this system has increasingly come under pressure to adapt to a more differentiated global landscape characterised by newly emerging actors, new forms of cooperation and a growing awareness of global challenges such as climate change, financial regulation and security. The shifts in the policy field have given rise to competing global platforms for development cooperation and incentives for “forum shopping”. Still, any global platform to manage development cooperation needs to provide a set of principles, norms, and mechanisms for knowledge exchange around which actors' expectations converge. In order to adequately fulfil this function, it will have to be legitimate, effective and relevant. Applying these criteria to the GPEDC and DCF, three models are possible: 1) Each platform for itself: This model describes a perpetuation of the status quo, characterised by a lack of cohesion between the GPEDC and the DCF. The continuation of parallel efforts on competing platforms will not sufficiently enable current challenges to be addressed. 2) Two platforms, different functions: Under this model, stakeholders in the GPEDC and the DCF agree to clearly describe their functions in support of the overarching post-2015 agenda. This model would mark an improvement over the status quo; however, challenges in day to day coordination between both platforms would remain. 3) One platform for all: This model envisions a merger of both platforms to consolidate discussions around the functioning of development cooperation. The platform would have universal membership and strong monitoring, evaluation and accountability mechanisms, combining the best features of DCF and GPEDC. It would draw on a clear UN mandate to manage development cooperation towards implementing the post-2015 agenda. Only such a common platform would be legitimate, effective and relevant at the same time.

From this perspective, many firms have formed business partnerships and most nations have had to re-evaluate their economic interdependence. This book explores changes that have occurred or have been proposed in this regard. It provides new insights into business partnerships and international economic interdependence, given growing economic globalisation, and explores the managerial and socio-economic consequences of those ideas. The contributions in this book have been divided into four parts. Those in Part II concentrate on the specification of partnerships and reasons for business partnerships in the context of a globalisation. The idea of global networks in which some "hard" and "soft" forms of partnerships would appear and mix is introduced and discussed according to the partners involved (nations, unions, firms and consumers) and the economic activities (whether tangible or abstract). Globalisation also has a number of consequences for business co-ordination, in particular when they are based on outsourcing strategies in which cost reduction is balanced with knowledge transfers. These are amongst the issues explored in Part III. The difficulty to monitor and predict the effects of global partnerships tends to increase the importance of cultural and psychological variables such as trust and commitment. Therefore the role of attitudes and perceptions is very important. Whatever the agreement and the conjoined management among partner firms, the attitude of the other agents can produce asymmetric affects on these firms and considerably bias their partnership strategy. Such biases are particularly likely from consumers. Their attitude towards globalisation is not the only bias that may occur. Their loyalty is also an important issue in a globalising world, particularly in the service sector where lots of partnerships have been made on a global scale (eg banks, airlines, leisure). These are amongst the relationship marketing issues explored in Part IV. In Part V, the factors introduced in the previous chapters are considered from a regional and cultural perspective, where nations and regions themselves are engaged in global partnership. In this context, discrepancy often develops between the domestic and the international globalisation strategies, as well as between the capital and labour markets. The resulting complexity is particularly problematic for the developing and peripheral economies. Novel insights about partnership emerge, as studied in this concluding part of the book.
