Book excerpt: In the year after the September 11, 2001 attacks the Bush administration put together the elements of a far-reaching foreign policy doctrine based on unilateral action, pre-emptive military strikes, and prevention of the emergence of any strategic rivals to U.S. supremacy. Bush’s grand strategy was formalized in a September 17, 2002 presidential report called The National Security Strategy of the United States of America. The report argued for pre-emptive strikes against rogue states and terrorists, even if faced with international opposition, and for the maintenance of American military supremacy. Additionally the report placed the U.S. off-limits to international law, asserting that the jurisdiction of the International Criminal Court "does not extend to Americans." Underlying the Bush doctrine is the notion that the U.S. must remain the unchallenged power in world affairs. "The United States possesses unprecedented – and unequaled – strength and influence in the world," the report began. Supremacy involves maintaining forces that "will be strong enough to dissuade potential adversaries from pursuing a military build-up in hopes of surpassing, or equaling, the power of the United States." Many questions are raised by the trajectory of U.S. policy under George W. Bush. What is distinctive about the Bush administration’s militarism and unilateralism? What are the political, ideological, and economic roots of the turn in U.S. foreign policy under George W. Bush? The contemporary world system is permanently dominated by a small group of rich countries who maintain a vice-like grip over the key parts of the labour process – over the most technologically sophisticated and complex labour. Globalisation of production since the 1980s means much more of the world’s work is now carried out in the poor countries, yet it is the rich, imperialist countries – through their domination of the labour process – that monopolise most of the benefits. Income levels in the First World remain five and ten times higher than Third World countries. The huge gulf between rich and poor worlds is getting bigger not smaller. Under capitalist imperialism, it is permanent. China has moved from being one of the poorest societies to a level now similar with other relatively developed Third World societies – like Mexico and Brazil. The dominant idea that it somehow threatens to ‘catch up’ economically, or overtake the rich countries paves the way for imperialist military and economic aggression against China. King’s meticulous study punctures the rising-China myth. His empirical and theoretical analysis shows that, as long as the world economy continues to be run for private profit, it can no longer produce new imperialist powers. Rather it will continue to reproduce the monopoly of the same rich countries generation after generation. The giant social divide between rich and poor countries cannot be overcome.

Author Cyrus Bina also establishes that since the Iranian Revolution (1979), US involvement throughout the Middle East, in Iraq, Afghanistan, Libya, Syria, Yemen, and now notably in Ukraine has been motivated by the freefall of American hegemony and an attempt to get it back by direct or indirect military force.
