Book excerpt: This pack is the guidance to the Local Government Act 2000 issued to English county councils, English district councils and London borough councils by the Department of the Environment, Transport and the Regions (DETR). It describes the key statutory provisions of the Act, and its subordinate legislation; statutory guidance to which local authorities must pay regard; and illustrative good practice examples. The Act's objective is to reform and modernise local government in England. It provides for new political management arrangements within local authorities allowing for such things as directly elected mayors, cabinet style local government, and written local constitutions. Volume I of the pack consists of 15 guidance chapters that deal with inter alia: overview and scrutiny under executive arrangements; responsibilities for functions; accountable decision making; officers' roles; constitutions; petitions; referenda; and the election of mayors. Volume I also presents suggested qualitative and quantitative techniques to be employed to ensure a comprehensive, inclusive and fair consultation process between local authorities and other interested parties and bodies, required when drawing up proposals for new political arrangements.
