They have five distinguishing features: (1) they estimate costs for each county in the contiguous U.S.; (2) they include afforestation of rangeland, in addition to cropland and pasture; (3) the opportunity cost estimates account for capitalized returns to future development (including associated option values) in addition to returns to agricultural production; (4) they develop a new set of forest establishment costs for each county; and (5) they incorporate data on Holdridge life zones to limit afforestation in locations where temperature and moisture availability prohibit forest growth. The authors find that at a carbon price of $50/ton, approx. 200 million tons of carbon would be sequestered annually through afforestation. Book excerpt: To achieve goals for climate and economic growth, "negative emissions technologies" (NETs) that remove and sequester carbon dioxide from the air will need to play a significant role in mitigating climate change. Unlike carbon capture and storage technologies that remove carbon dioxide emissions directly from large point sources such as coal power plants, NETs remove carbon dioxide directly from the atmosphere or enhance natural carbon sinks. Storing the carbon dioxide from NETs has the same impact on the atmosphere and climate as simultaneously preventing an equal amount of carbon dioxide from being emitted. Recent analyses found that deploying NETs may be less expensive and less disruptive than reducing some emissions, such as a substantial portion of agricultural and land-use emissions and some transportation emissions. In 2015, the National Academies published Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration, which described and initially assessed NETs and sequestration technologies. This report acknowledged the relative paucity of research on NETs and recommended development of a research agenda that covers all aspects of NETs from fundamental science to full-scale deployment. To address this need, Negative Emissions Technologies and Reliable Sequestration: A Research Agenda assesses the benefits, risks, and "sustainable scale potential" for NETs and sequestration. This report also defines the essential components of a research and development program, including its estimated costs and potential impact.

It is clear that we need to reduce the emissions of carbon dioxide and other greenhouse gases from our atmosphere if we want to avoid greatly increased risk of damage from climate change. Aggressively pursuing a program of emissions abatement or mitigation will show results over a timescale of many decades. How do we actively remove carbon dioxide from the atmosphere to make a bigger difference more quickly? As one of a two-book report, this volume of Climate Intervention discusses CDR, the carbon dioxide removal of greenhouse gas emissions from the atmosphere and sequestration of it in perpetuity. Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration introduces possible CDR approaches and then discusses them in depth. Land management practices, such as low-till agriculture, reforestation and afforestation, ocean iron fertilization, and land-and-ocean-based accelerated weathering, could amplify the rates of processes that are already occurring as part of the natural carbon cycle. Other CDR approaches, such as bioenergy with carbon capture and sequestration, direct air capture and sequestration, and traditional carbon capture and sequestration, seek to capture CO2 from the atmosphere and dispose of it by pumping it underground at high pressure. This book looks at the pros and cons of these options and estimates possible rates of removal and total amounts that might be removed via these methods. With whatever portfolio of technologies the transition is achieved, eliminating the carbon dioxide emissions from the global energy and transportation systems will pose an enormous technical, economic, and social challenge that will likely take decades of concerted effort to achieve. Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration will help to better understand the potential cost and performance of CDR strategies to inform debate and decision making as we work to stabilize and reduce atmospheric concentrations of carbon dioxide.

Book excerpt: This study presents techniques for calculating average net annual additions to carbon in forests and in forest products. Forest ecosystem carbon yield tables, representing stand-level merchantable volume and carbon pools as a function of stand age, were developed for 51 forest types within 10 regions of the United States. Separate tables were developed for afforestation and reforestation. Because carbon continues to be sequestered in harvested wood, approaches to calculate carbon sequestered in harvested forest products are included. Although these calculations are simple and inexpensive to use, the uncertainty of results obtained by using representative average values may be high relative to other techniques that use site- or project-specific data. The estimates and methods in this report are consistent with guidelines being updated for the U.S. Voluntary Reporting of Greenhouse Gases Program and with guidelines developed by the Intergovernmental Panel on Climate Change. The CD-ROM included with this publication contains a complete set of tables in spreadsheet format.

To examine the cost-effectiveness of afforestation, we use econometric land use models to estimate the marginal costs of carbon sequestration in Maine, South Carolina, and Wisconsin. Our findings include the following: (a) earlier studies of afforestation programs tend to underestimate carbon sequestration costs, (b) afforestation still appears to be a relatively low-cost approach to reducing CO concentrations, (c) Wisconsin offers the lowest-cost opportunties for carbon sequestration, and (d) projected population changes have the largest effect on costs in South Carolina.

Book excerpt: Countries globally are committing to achieve future greenhouse gas emissions reductions to address our changing climate, as outlined in the Paris Agreement from the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties. These commitments, called nationally determined contributions (NDCs), are based on projected anthropogenic greenhouse gas (GHG) emissions levels across all sectors of the economy, including land use, land use change, and forestry (LULUCF) activities. Projecting LULUCF emissions is uniquely challenging, and the uncertainty of future LULUCF emissions could require additional mitigation efforts in the land use sectors to reduce the risk of NDC noncompliance. The objectives of this paper are to provide critical information on what forest sector mitigation activities are currently underway in the United States on private lands, review recent literature estimates of the mitigation potential from these activities (and associated economic costs), identify gaps in the literature where additional analytical work is needed, and provide recommendations for targeted mitigation strategies should US emissions approach or exceed targeted post-2020 NDC levels.

The workshop detailed in this book concentrated on how economic principles and analysis could contribute to the planning of forestry projects aimed at affecting terrestrial carbon balances. More than 30 international scientists came together for one week near Stockholm, Sweden and divided into working groups charged with addressing a specific issue and preparing a paper within this time frame. This book contains the majority of papers presented at this meeting, and includes both the working group papers and the individually presented papers.

Book excerpt: The Forestry and Agriculture Sector Optimization Model with Greenhouse Gases (FASOMGHG) has historically relied on regional average costs of land conversion to simulate land use change across cropland, pasture, rangeland, and forestry. This assumption limits the accuracy of the land conversion estimates by not recognizing spatial heterogeneity in land quality and conversion costs. Using data from Nielsen et al. (2014), we obtained the afforestation cost per county, then estimated nonparametric regional marginal cost functions for land converting land to forestry. These afforestation costs were then incorporated into FASOMGHG. Three different assumptions for land moving into the forest sector were run; constant average conversion cost, static rising marginal costs and dynamic rising marginal cost, in order to assess the implications of alternative land conversion cost assumptions on key outcomes, such as projected forest area and cropland use, carbon sequestration, and forest product output.
