The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. A wide range of active and passive defenses are available to protect space systems and the ground infrastructure they depend upon from different types of threats. This report captures a range of active and passive defenses that are theoretically possible and discusses the advantages and limitations of each. A group of technical space and national security experts supported the analysis by working through several plausible scenarios that explore a range of defenses that may be needed, concepts for employing different types of defenses, and how defensive actions in space may be perceived by others. An example of such a novel threat is the use of cruise missiles or unmanned aerial vehicles (UAVs) by terrorist groups. Individual threats cannot be assessed in isolation, however, since adversaries always have many options for staging attacks. To examine this threat, RAND utilized a ?red analysis of alternatives? approach, wherein the benefits, costs, and risks of different options are considered from the point of view of a potential adversary. For several types of attacks, the suitability of these systems was compared against other options. This approach can help defense planners understand how the capabilities that different attack modes provide address key adversary operational problems. Given the insights this analysis produced about when these systems would likely be preferred by an attacker, RAND explored defensive options to address the threat. UAVs and cruise missiles represent a ?niche threat? within a larger threat context; therefore, defenses were sought that provide common protection against both this and other asymmetric threats. The monograph concludes with a discussion of cross-cutting lessons about this threat and the assessment of novel threats in general.

This timely book brings together contributions from a wide range of experts to help readers understand how far the nation has come since then—and what still needs to happen. Insightful essays examine: arms control treaty programs; export control regimes; interdiction; diplomatic/economic/political persuasion and sanctions; deterrence; counterforce; active and passive defense; and consequence management. Many positive changes have occurred since 1993. Regime changes in Iraq and South Africa have removed some WMD proliferation threats. Saddam Hussein has been overthrown, and a new Iraq is beginning to emerge. South Africa's clandestine WMD program has apparently ended. Libya announced it has given up its efforts to have active WMD programs. The Taliban and al Qaeda have been routed in Afghanistan, probably delaying efforts to develop or buy WMD. Yet, states continue to develop and export WMD and/or their delivery systems. As many as 30 states are still believed to have either a nuclear, biological, or chemical weapons program. Some have all three. India and Pakistan have acknowledged programs. Abdul Qadeer Khan, the scientist who directed the Pakistani A-bomb program, has admitted selling nuclear weapons designs, and nuclear enrichment equipment to Libya, Iran, and North Korea. His colleagues have held discussions with al Qaeda representatives. Ayman Al-Zawahiri, number two in the al Qaeda chain of command, claims that the terrorist organization has several suitcase A-bombs from the Former Soviet Union. It appears clear to many that Iran has a desire to develop nuclear weapons. Syria still has a chemical weapons program. North Korea's WMD profile has escalated. As Avoiding the Abyss so convincingly demonstrates, much has been accomplished since the Counterproliferation Initiative was launched-but much work still lies ahead. It is an important story for every American.
