Shelter is located in the basement area. Concrete was added to the floor of the shop and industrial arts wing to provide the overhead protection to the general food and ground storage areas. By placing the cafeteria beneath the sloping stepped concrete floor of the auditorium area, the architect was able to utilize existing structural components to provide additional shelter spaces. The school has a capacity of and in an emergency can shel ter persons. The shelter area has a protection factor of more than 100. Among these are: (l) the professional development of architects and engineers in fallout shelter design to evaluate existing buildings and to design shelters in new buildings, (2) operation of short courses for-the development of professional knowledge, (3) experimentation with equipment and facilities for shelters, and (4) research by organizations and universities to study problems related to shelter design. The development of the capability for protective construction among architects and engineers is the responsibility of the Architectural and Engineering Development Division of the Office of Civil Defense, which works directly with the organized professions and the schools of archi tecture and engineering Courses are offered to architects and engineers at various schools and universities throughout the country to acquaint them with the new technology of radiation shielding design and analysis. Certification by the Department of Defense as a qualified shelter analyst is granted upon successful completion of the course Those architects and engineers wishing to enroll in these courses can contact their nearest local, state or regional civil defense office for information and enrollment forms. The topic of this report deals with both the facilities of the plant and the protection of the occupants from fallout gamma radiation in the event of possible nuclear attack. By creating this protection, respon sible leaders of industry will provide this security as an extra employee benefit and also contribute to the strength and preparedness of the country. It is the architect's role both to advise the building owner and to translate his industrial program into physical reality. The architect's honest expression of the functions of various manufacturing processes produces an architecture of bold forms, clarity of structure, and integrity of materials which has become the credo of contemporary architecture. As needs become more-complex, the architect's role becomes even more vital. The industrial building is a trademark for the product, and the plant facilities are the environment which influences the efficiencies, loyalties, and attitudes of the workers. The foreign and defense policies of your Government make such an attack highly un likely, and to keep it unlikely is their most important aim. It is for this reason that we have devored so large an effort to creating and maintaining our deterrent forces. However, should a nuclear attack ever occur, certain preparations could mean the difference between life and death for you. The need for preparation - for civil defense - is likely to be with us for a long time, and we mu5t suppress the temptation to reach out hastily for short-term solutions. There is no panacea for protection from nuclear attack. In a major attack upon our country, millions of people would be killed. There appears to be no practical program that would avoid large-scaleloss of life. But an effective program of civil defense could save the lives of millions who would not Otherwise survive. Fallout shelters and related preparations, for example, could greatly reduce the number of casualties. President Kennedy, speaking on July 25, 1961, put it this way: In the event of attack, the lives of those families which are not hit in the nuclear blast and fire can still be saved if they can be warned to take shelter and if that shelter is available. We owe that kind of insurance to our families and to our country. The President was talking about shelter from radioactive fallout. The blast, heat, and fire of a nuclear explosion are appallingly destructive. But radioactive fallout could spread over thousands of square miles, covering a much greater area than the area endangered by fire and blast. Fallout would be a potential killer of millions of unprotected persons, but it also is a hazard that individuals and communities can prepare for through reasonable programs and actions. A fallout shel ter program is one of these. This booklet contains information about a shelter program - what the Federal Government in tends to do, and how State and local governments, and indi vidual citizens can work together to bring it into being as a sound measure of national preparedness.
