Book excerpt: The Latin American Neutrosophic Science Association was created in 2018 as a result of the initiative of a group of university professors from Mexico and Ecuador. The Association has developed an intense work in the investigative context, expression of the capacity that neutrosophy has as a tool for understanding and transformation of reality in social benefit. Neutrosophic sets as a generalization fuzzy set (especially intuitionistic fuzzy sets), allows handling a greater number of situations that occur in reality and becomes a facilitator of the approach to the studied object without undermining its complex and multivariate essence. In this special edition, researchers from six Ecuadorian universities show the results of research projects addressing a wide range of topics related to the social environment of these Higher Education Institutions. The contents include law, criminology, public and administrative management, evaluation of pedagogical scenarios, prospective analysis, artificial intelligence, among other topics. They are many different texts with a common denominator, the social sciences, and their relationship with neutrosophy. The progress of these investigations originates a significant change in the ways of validating and reasoning the proposals, the appreciation of neutrality increases the interpretability and the inferential efficacy from the analysis of the results, which enunciates a methodological, perceptive and objective enrichment in the humanistic sciences in Latin American geographical region.

Neutral philosophy seeks to solve the problems of indeterminacy that appear universally, to reform the current natural or social sciences, with an open methodology to promote innovation. The research products related in this special issue start from the premise that the difficulty is not the complexity of the social environment, but the instrumental obsolescence to observe, interpret and manage that complexity, there are bold approaches and proposals for valid solutions that come to enrich the universe of resolution through the use of neutral methods. In the last year, the use of tools related to neutrosophy and its application to the social sciences, modeling of social phenomena based on simulation agents, problems associated with health, psychology, education, environmental management and sustainability solutions and legal sciences has increased in the events organized by the Asociacion Latinoamericana de Ciencias Neutrosoficas (ALCN in Spanish). When a minor is in distress he/she is at the mercy of the decision of the competent entity for the granting of his/her guardian. However, based on the affective relationships established by the different family members, determining parental responsibility constitutes a highly important decision. This research proposes a solution to the problem described by means of a recommendation system to assign parental responsibility and its incidence in the best interests of minors. The proposed method bases its operation on the use of Neutrosophic Cognitive Maps (NCM) to model the uncertainty in causal relationships. A case study is presented to demonstrate the applicability of the proposal.

The violation of the right to housing puts at risk the right of the human being to make a family, to health, to physical and mental integrity. Housing is essential for survival and the achievement of a life with security and comfort. From the current state, it is necessary and opportune to evaluate the legal system to determine the factors that cause deficiencies in the legal system and visualize the State's solutions to decent housing through public policies. For this, the modeling of Saaty's AHP and Neutrosophic TOPSIS methods were used. As a result, it is proposed to develop a necessary public policy and support low-income families to achieve a decent home.

That is why the objective of this research is to identify the main factors that affect the violation of the rights of priority attention groups in Ecuador. To meet the proposed objective, methods such as PESTEL analysis, Pareto's technique, Promethee, and TOPSIS were used. As a result, the factors that favor the violation of rights in each area analyzed were identified. Once the most important ones were found, actions were proposed based on them, and the most appropriate actions to mitigate them were obtained.

Book excerpt: The right to education has been violated by the extinction of alimony for young people who have reached 21 years of age and are in higher education. So this research is aimed at the problem in order to raise a proposal that makes a solution viable. The research line applied in the realization of this paper is “Challenges, Perspectives and Improvement of Legal Sciences in Ecuador”. The results that are pursued with this investigation is promote good compliance with the constitutional norms of Ecuador and avoid the violation of human rights. For this, the technique known as neutrosophic AHP was applied. This is a variant of the numerical AHP designed by Saaty, which by incorporating the neutrosophic sets, the uncertainty of decision-making is taken into account, in addition to the calculation with linguistic terms and the inclusion of indeterminacy. This technique will be applied to choose between two alternatives: the convenience or not of maintaining alimony in active students over the age of 21. This analysis is complicated due to the variables to be analyzed, which is why the versatility of the chosen mathematical technique is validated.

Further, we defined some basic operations such as Cartesian product, composition, union, join, cross product, strong product and lexicographic product of two neutrosophic cubic graph structures. Several types of other interesting properties of neutrosophic cubic graph structures are discussed in this paper. Finally, a decision-making algorithm based on the idea of neutrosophic cubic graph structures is constructed. The proposed decision-making algorithm is applied in a decision-making problem to check the validity.

In this book we study the concepts of Fuzzy Cognitive Maps (FCMs) and their Neutrosophic analogue, the Neutrosophic Cognitive Maps (NCMs). Fuzzy Cognitive Maps are fuzzy structures that strongly resemble neural networks, and they have powerful and far-reaching consequences as a mathematical tool for modeling complex systems. Neutrosophic Cognitive Maps are generalizations of FCMs, and their unique feature is the ability to handle indeterminacy in relations between two concepts thereby bringing greater sensitivity into the results.
