Book excerpt: The Advanced Neutron Source (ANS) will be a new user facility for all kinds of neutron research, including neutron scattering, materials testing, materials analysis, isotope production and nuclear physics experiments. The centerpiece of the facility is to be the world's highest flux beam reactor. There will be beams of hot, cold and thermal neutrons for more than 40 simultaneous scattering and nuclear physics experiments. In addition, there will be irradiation positions and rabbit tubes for in-pile experiments, testing and isotopes production (including transuranium isotopes). To reduce technical risks and to minimize safety issues, the reactor design is based on technology already employed in existing research reactors. The fuel elements are annular assemblies of aluminum clad involute fuel plates, similar to the design of the High Flux Isotope Reactor (HFIR) at Oak Ridge and the Institut Laue-Langevin (ILL) Reactor in Grenoble. As is common with many other research reactors, the core is cooled, moderated and reflected by heavy water. The preferred fuel is U3Si2 - a high-density fuel form developed by Argonne National Laboratory and Babcock and Wilcox that has been extensively tested in reactors in the United States, Europe and Japan. 7 figs., 2 tabs.

Book excerpt: The HFBR is a heavy water, D2O, cooled and moderated reactor with twenty-eight fuel elements containing a maximum of 9.8 kilograms of 235U. While most reactors attempt to minimize the escape of neutrons from the core, the HFBR's D2O design allows the thermal neutron flux to peak in the reflector region and maximizes the number of thermal neutrons available to nine horizontal external beams, H-1 to H-9, used for neutron scattering and capture reactions, supporting physics, chemistry and biology experiments. All horizontal beam tubes were built tangential to the direction of the emerging neutrons, except for the H-2 beam tube, which looks directly at the core and has been used for neutron cross section measurements utilizing fast neutrons and for the TRISTAN fission product studies. In recent years, there have been some beam modifications and new instrumentation introduced at the HFBR. A high resolution neutron powder diffractometer instrument is now operating with a resolution of 5 x 10−4 at horizontal beam line H-1. To study scattering from liquid surfaces, a neutron reflection spectrometer was introduced on the CNF beam line at H-9. In the past year, a fourth beam line has been added to the CNF line at H-9. The existing beam plug at the H-6 beam line has recently been removed and a new plug, which will feature super mirrored surfaces, is now being installed. Last year, the vertical beam thimble, V-13, a fixed port filled with thirty year old samples used for HFBR material surveillance studies was replaced by a new thimble and charging station at the core edge creating an irradiation facility to substitute for the original V-13. A neutron dosimetry program has begun to measure and calculate the energy dependent neutron and gamma ray flux densities and/or dose rates at horizontal beam lines and vertical irradiation thimbles.

In contrast to X-rays as the major tool of visual non-destructive testing, neutrons can be attenuated by light materials like water, hydrocarbons, boron, penetrate through heavy materials like steel, lead, uranium, distinguish between different isotopes of certain elements, supply high quality radiographs of highly radioactive components. These advantages have led to multiple applications of neutron radiography since 1955, both for non-nuclear and nuclear problems of quality assurance. The required neutron beams originate from radioisotopic sources, accelerator targets, or research reactors. Energy "tailoring" which strongly influences the interaction with certain materials adds to the versatility of the method. Since about 1970 norms and standards have been introduced and reviewed both in Europe (Birmingham, September 1973) and the United States (Gaithersburg, February 1975). The first world conference on neutron radiography will take place in December 1981, in San Diego, U.S.A. . In Europe the interested laboratories inside the European Community have entered into systematic collaboration through the Neutron Radiography Working Group (NRWGl. since May 1979. Book excerpt: Low-energy neutrons from reactor and spallation neutron sources have been employed in a wide variety of investigations that shed light on important issues in nuclear, particle, and astrophysics; in the elucidation of quantum mechanics; in the determination of fundamental constants; and in the study of fundamental symmetry violation (Appendix A, Glossary). In many cases, these experiments provide important information that is not otherwise available from accelerator-based nuclear physics facilities or high energy accelerators. An energetic research community in the United States is engaged in ''fundamental'' neutron physics. With exciting recent results, the possibility of new and upgraded sources, and a number of new experimental ideas, there is an important opportunity for outstanding science in the next decade. ''Fundamental'' neutron physics experiments are usually intensity limited. Researchers require the highest flux neutron sources available, which are either high-flux reactors (continuous sources) or spallation neutron sources (pulsed sources). The primary mission of these major facilities is neutron scattering for materials science research. Notwithstanding this condensed matter focus, essentially all neutron scattering facilities have accepted the value of an on-site fundamental physics program and have typically allocated 5 to 10% of their capabilities (i.e., beam lines) toward nuclear and particle physics research activities.

Book excerpt: The continued presence of highly enriched uranium (HEU) in civilian installations such as research reactors poses a threat to national and international security. Minimization, and ultimately elimination, of HEU in civilian research reactors worldwide has been a goal of U.S. policy and programs since 1978. Today, 74 civilian research reactors around the world, including 8 in the United States, use or are planning to use HEU fuel. Since the last National Academies of Sciences, Engineering, and Medicine report on this topic in 2009, 28 reactors have been either shut down or converted from HEU to low enriched uranium fuel. Despite this progress, the large number of remaining HEU-fueled reactors demonstrates that an HEU minimization program continues to be needed on a worldwide scale. Reducing the Use of Highly Enriched Uranium in Civilian Research Reactors assesses the status of and progress toward eliminating the worldwide use of HEU fuel in civilian research and test reactors.
