Download or read book Private Sector Involvement and Investment in Nepal s Forestry Sector Status Prospects and Ways Forward written by Bhishma P. Subedi and published by Multi Stakeholder Forestry Programme. This book was released on 2014-03-01 with total page 244 pages. Available in PDF, EPUB and Kindle. Book excerpt: This national level study conducted by Asia Network for Sustainable Agriculture and Bioresources (ANSAB) and its consortium partners on behalf of the Multi Stakeholder Forestry Programme (MSFP) of Nepal, assesses and analyses the current status and future potential of developing economically viable and socially and environmentally responsible forest-based industries leading to sustainable, green and inclusive development model in Nepal. The study has prioritized forest enterprises along four major subsectors, namely, timber, non-timber forest products, ecosystem services (especially ecotourism and carbon) and forest bioenergy and developed a thorough understanding of the current status and future potential of the private sector involvement and investment in these subsectors along with the development of appropriate intervention strategies.

Book Forest Management in Nepal

Download or read book Forest Management in Nepal written by Ian Hill and published by World Bank Publications. This book was released on 1999-01-01 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: Forests play a vital role in maintaining Nepal's impressive biodiversity, which has global significance: With only 0.1 percent of the world's total area, Nepal contains 2 percent of the planet's flowering plants, 8 percent of its birds, and 4 percent of its mammals. As Nepal develops its forest resources, it needs to minimize the biotic pressures affecting the structure and dynamics of forest plant communities and wildlife populations and thereby reverse the current destructive pressures on the country's biodiversity. The study aims to provide a better understanding of the ways in which forest resources are used in Nepal. Its focus is to examine systematically the costs and benefits of present and possible future sustainable and biodiversity-friendly management practices from household, national, and global perspectives. The authors define the analytical framework and the costs of financial and economic alternatives. They also present the economic, social, institutional and legal issues, and recommend strategies for change. The report should be of use to national and donor agencies concerned with the management of natural resources and conservation of biodiversity in Nepal, providing a framework for possible future donor support to the sector. It highlights issues that are of importance in the formulation and implementation of natural resource management programs by government and non-government agencies.

Book The context of REDD in Nepal Drivers agents and institutions

Download or read book The context of REDD in Nepal Drivers agents and institutions written by Naya S. Paudel and published by CIFOR. This book was released on 2013-01-23 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report provides an overview of Nepal’s initiatives on readiness for Reducing Emissions from Deforestation and forest Degradation (REDD+). It presents the status of forest cover change; identifies the drivers of deforestation, institutional and distributional factors in the country; analyses the political economy of land use change; revisits the REDD+ process; and assesses prospects for effective, efficient and equitable outcomes of the same. Nepal has a high rate of deforestation and forest degradation, though there exists no robust, comprehensive orupdated information to show the precise rate. Multiple drivers—such as high dependency on forests, over harvesting, weak governance, landlessness and high opportunity costs for agricultural expansion—contribute to deforestation. The government’s capacity to monitor and address these drivers and underlying causes appears inadequate. Forest officials, civil society organisations and donors exhibit strong enthusiasm for and active involvement in REDD+. Over half a dozen diverse REDD+ readiness initiatives are being implemented by the government and non-state actors. REDD+ implementation has adopted a participatory and multi-stakeholder process usually involving government agencies, civil society organisations and development partners. However, this process is largely detached from the complex dynamics of deforestation and appears to be limited to technical, administrative and peripheral issues. The core issues of forest tenure security and governance reform have not received adequate attention. A robust policy, legal and institutional foundation for community forestry and well-functioning community institutions provide a strong foundation for REDD implementation in Nepal. However, there are enormous challenges from the larger political and socio-economic context, the paucity and diversity of institutional arrangements and the unique nature and distribution of forest types.

Book Deliberative Governance and Community Forestry in Nepal

Download or read book Deliberative Governance and Community Forestry in Nepal written by Mani Ram Banjade and published by . This book was released on 2014 with total page 514 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite important innovations in participatory and community-based forest governance globally, there is still limited understanding of how, when, and under what conditions community voices and local institutions are linked through deliberative processes to the often multiple layers of decision making and governance. The lack of such understanding hinders effective policy and practical innovations to achieve the widely-shared goals of inclusive development, livelihood improvement and environmental sustainability. This study uses a deliberative democratic framework to explore how Nepal's forest governance might be improved. Drawing on the concepts of deliberative systems, and adapting them to the context of multi-level governance, this research explores whether, how and to what extent forest sector governance in Nepal exhibits deliberative qualities. The study is based on established concepts of deliberation, that envisage that all legitimate actors engage in exchanging justifications free from coercion, manipulation, or deception to arrive at the most informed and legitimate collective decision. The process addresses empowerment of the marginalized, mediates differences, and enhances mutual respect. A systemic approach to deliberation seeks to integrate various components-principally communicative practices and institutional arrangements-that have a bearing on the overall quality of decision-making and governance. The principal methodology of this research is qualitative case study. The empirical data was collected from community, meso and national levels by talking to people in-depth, closely observing discursive activities, events and processes within a setting, and analysing documents, published and unpublished. Other, complementary, qualitative research approaches employed in the research include document and narrative analysis, action research, and auto-ethnography. The research has demonstrated that although power and hegemony operate to suppress opportunities for non-coercive communicative practice at all levels, forest sector governance in Nepal has shown the potential for promoting deliberative-inclusive, informed and reflective-processes in decision-making and governance. Governance at community, meso and national levels exhibits the attributes of separate but overlapping deliberative systems. By examining forest governance at these levels, this research has shown the analytical value of differentiating various deliberative systems in understanding multi-level governance. A growing number of actors and cross-scale networks are playing a crucial role in deliberative forest governance in Nepal. In particular, the expanding deliberative space to civil society organizations is evident at meso and national level forest governance. Similarly, the better performing community forest user groups have been successful in addressing the issue of power both through internal reflection and external support. The study identifies a number of challenges to expand deliberative forest governance that require urgent attention. For example, elites in all circles - civil society, politics and bureaucracy - form alliances that resist demands for accountability, and make decisions that are often legitimized by deliberative politics and scientific reductionism. In addition, while civil society organizations play a positive role in democratizing multi-level forest sector governance, they lack adequate communicative skills and competence compared to the techno-bureaucrats, donors and other professional groups. Likewise, the elite actors lack the incentive and interest in promoting deliberative governance; however, strategies are identified to address this.

Book Regenerating Forests and Livelihoods in Nepal

Download or read book Regenerating Forests and Livelihoods in Nepal written by Benoit Thierry and published by CABI. This book was released on 2015-11-30 with total page 269 pages. Available in PDF, EPUB and Kindle. Book excerpt: Regenerating Forests and Livelihoods in Nepal: A New Lease on Life documents the success story of an innovative rural development programme in the Himalayan foothills, Nepal. The project has made a real difference by transforming increasingly degraded land, where farmers carved out a meagre existence, into a fertile and prosperous zone where they could thrive. Project activities included bringing in effective cultivation techniques to protect the environment and introducing new local crops and goats, as well as promoting entrepreneurial spirit. Every intervention was carefully selected and conducted to mitigate climate change as well as to help farmers become more resilient to its effects. The ingredients of the project's success, from both the technical and human perspectives, are presented in this book, demonstrating people's commitment in a country prone to natural disasters and earthquakes.

Book Community Forestry in Nepal

Download or read book Community Forestry in Nepal written by Richard Thwaites and published by Routledge. This book was released on 2017-12-11 with total page 207 pages. Available in PDF, EPUB and Kindle. Book excerpt: Community forestry focuses on the link between forest resources and livelihoods and contributes to forest conservation and reforestation. It is widespread in Nepal, with a very high proportion of the rural population involved, and is widely recognized as one of the most successful examples of community forestry in Asia. Through a combination of literature reviews and original research, this volume explores key experiences and outcomes of community forestry in Nepal over the last four decades as a model for improving forest management and supporting local livelihoods. The book takes a critical approach, recognizing successes, especially in forest conservation and restoration, along with mixed outcomes in terms of poverty reduction and benefits to forest users. It recognizes the way that community forestry has continued to evolve to meet new challenges, including the global challenges of climate change, environmental degradation and conservation, as well as national demographic and social changes due to large-scale labour migration and the growing remittance economy. In addition to examining the changes and responses, the book explores ways that community forestry in Nepal might move forward. Lessons from Nepal have relevance to community forestry and community-based approaches to natural resource management around the world that are also experiencing global pressures and opportunities.

Book Feminist Institutionalism and Gendered Bureaucracies

Download or read book Feminist Institutionalism and Gendered Bureaucracies written by Radha Wagle and published by Springer Nature. This book was released on 2020-03-25 with total page 277 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the processes for the inclusion of women, and the role of women employees in Nepal’s forestry bureaucracy. The book adopts a “gender lens” drawn from feminist institutionalism and is framed around the following four objectives: evaluating the effectiveness of current legislative and policy frameworks for the inclusion of women in the Nepalese forest bureaucracy; examining the dynamics of organizational culture, formal and informal institutions, and structure and agency in and around forest bureaucracy in Nepal; assessing power relations in forestry institutions focusing on influential participation of women forestry professionals in the bureaucratic structure; and gaining insights about the alternative space of feminist institutionalism in connection with women inclusive forest bureaucracy. Findings in the book inform and extend feminist institutionalism perspectives by applying it to a context which remains under explored, providing insights on the efficacy of public sector cultural change, especially as it relates to those areas within bureaucracies less in a position to adopt the changes mandated by society and principles of good governance.
