Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

Book excerpt: In preparing the report, the review was required to include the feasibility and advisability of seven potential modifications of DOD's organization and structure for MDAPs. We were charged with reporting on the feasibility and advisability of (1) establishing a process in which the commanders of combatant commands (COCOM) assess and provide input on the capabilities needed to successfully accomplish their missions over a long-term planning horizon of 15 years or more; (2) establishing a materiel solutions process for addressing identified gaps in critical warfighting capabilities, under which the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD (AT&L)) circulates among the military departments and appropriate defense agencies requests for proposals for technologies and systems to address such gaps; (3) revising the acquisition process by establishing shorter, more frequent acquisition program milestones; (4) requiring the milestone decision authority (MDA) to specify at the time of milestone B approval the period of time that will be required to deliver an initial operational capability (IOC) to the commanders of the relevant COCOMs; (5) establishing a new office to provide independent cost and performance estimates; (6) requiring certifications of program status to the Defense Acquisition Executive (DAE) and Congress prior to milestone approval; and (7) modifying the role played by Chiefs of Staff of the Armed Forces in the requirements, resource allocation, and acquisition processes.

This Defense Science Board (DSB) Summer Study Task Force reviewed these prior studies and concluded that, by and large, the recommendations have ben implemented. Rather than adding to the list of 'what to do' recommendations, this Task Force concentrated on recommending 'how-to-implement' change. This is a departure from the typical technical recommendations, but the Task Force believes this 'how to' focus is urgently needed at this juncture.

To complete its task, the committee identified relevant trends and their impact on defense acquisition needs; current use and support for use of M&S within DOD; lessons learned from commercial manufacturing; three cross-cutting and especially challenging uses of M&S technologies; and the areas in which basic research is needed in M&S in order to achieve the desired goals for manufacturing and defense acquisition.
