Book Descentralizacion para Satisfacer Necesidades Basicas

Download or read book Descentralizacion para Satisfacer Necesidades Basicas written by J. Michael McGuire and published by IAP. This book was released on 2009-03-01 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: Approximately 25% of Latin Americans live on less than $2 a day, and Latin America is the most unequal region of the world. Poverty and inequality cause suffering and slow development. The solution must include generating an inclusive development process through satisfying the basic needs of the poor that enhance their productivity, that enable them to contribute to the development process, and that enables them to earn the income necessary to live a full life. Decentralization of taxing and spending from the central government to lower levels of government can help to satisfy basic needs of the poor and create an inclusive development process. However, decentralization is a stepby-step process that must implemented by taking into account real-world circumstances such as a lack of administrative ability in local government, and by formulating policy accordingly. The book derives economic principles for implementing the process of decentralization, and it presents cases that illustrate the principles at work. It is an economic guide for policymakers and practitioners.

Book Water and Cities in Latin America

Download or read book Water and Cities in Latin America written by Ismael Aguilar-Barajas and published by Routledge. This book was released on 2015-05-08 with total page 275 pages. Available in PDF, EPUB and Kindle. Book excerpt: Approximately 80 per cent of the population of Latin America is concentrated in urban centres. Pressure on water resources and water management in cities therefore provide major challenges. Despite the importance of the issues, there has been little systematic coverage of the topic in book form. This work fills a gap in the literature by providing both thematic overviews and case study chapters. It reviews key aspects of why water matters in cities and presents case studies on topics such as groundwater management, green growth and water services, inequalities in water supply, the financing of water services and flood management. Detailed examples are described from Argentina, Brazil, Colombia, Ecuador, Mexico and Peru, and there is also a chapter comparing lessons which might be learnt from US cities. Contributing authors are drawn from both within and outside the region, including from the Inter-American Development Bank, OECD and World Bank to set the issues in a global context.

Book Spatial Tensions in Urban Design

Download or read book Spatial Tensions in Urban Design written by Ianira Vassallo and published by Springer Nature. This book was released on 2022-01-01 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides an original research perspective to the field of contemporary urban conflicts. Even though violent conflicts have transformed cities during the XX century, it is nowadays possible to identify the phenomenon of “Tensions” as a specific contemporary both social and spatial urban changes catalyst. Through a collection of essays from various disciplines focusing on international case studies—from India to Europe to Latin America— the publication explores the multifaceted concept of “spatial tensions” as a lens for better understanding contemporary urban transformations. While tensions often depend on spatial dispositives and superstructures, they also offer a powerful key for design practices and strategies.

Book Fiscal Policy in the Regulation of Adult Use Cannabis in Colombia

Download or read book Fiscal Policy in the Regulation of Adult Use Cannabis in Colombia written by Rodríguez Llach, Alejandro and published by Djusticia. This book was released on 2022-09-30 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: The debate about regulating cannabis for adult use is on the public agenda. In our view, the best policy on marijuana that a State can develop is the regulation of its cultivation, manufacture and use, focused on reducing marijuana’s comparative impact in illegal economies and drug trafficking networks; protecting public health; promoting rural development in prioritized areas; and promoting reparation measures financed with the resources arising from regulation. Drugs are not the devil, but nor are they child’s play. A drug policy that would be respectful of human rights and safeguard public health must lie at an intermediate point between full liberalization and the prohibition currently in place. In this document, based on a comparative analysis of the regulations issued in Uruguay, Canada and the United States and by applying the Principles and Guidelines for Human Rights in Fiscal Policy, we argue for the importance of a fiscal framework based on collecting taxes in the cannabis market and focused on mobilizing the maximum amount of available resources to finance the goals of reducing the illegal market, preserving public health and assisting the populations affected by drug policy, as set forth in the cannabis regulations.
