In the twentieth century aerial warfare became the third domain and shortly thereafter, the electromagnetic spectrum also appeared. Until now, little has been written about this important aspect of military conflict on the high seas. In Fighting in the Electromagnetic Spectrum author Thomas Wildenberg provides the first book covering these aircraft, their missions, and the methodology of conducting combat in all its forms along this fourth domain, the electromagnetic spectrum. When navies began to make use of the airwaves, they soon discovered those waves could also be exploited as a source of information about the opposing force. This would later be termed Electronic Intelligence (ELINT). Navies learned the value of interrupting or corrupting the enemy’s communication signals that were transmitted in the “ether,” thus began a method of fighting termed Electronic Warfare (EW). GAO found that: (1) the Navy's test equipment inadequately verified that electronic warfare systems functioned properly while installed in aircraft; (2) since much of the Navy's electronic warfare test equipment was inoperable, lacked reliability, and had numerous defects, Navy technicians did not consistently use the equipment; (3) some test equipment needed to maintain electronic warfare systems on two aircraft lacked the necessary components and software for operation, and as a result, Navy maintenance personnel could not effectively verify electronic warfare system readiness before deploying those aircraft; (4) test equipment the Navy used in its repair stations aboard aircraft carriers and at Naval air stations had repeated failures, was sometimes inoperable for extensive periods, and lacked the ability to detect problems quickly; (5) contrary to Department of Defense (DOD) and Navy policies requiring the development of test equipment and support for electronic warfare systems prior to their deployment, the Navy permitted test equipment development to lag behind systems development, and failed to evaluate the adequacy of test equipment during system operational testing; and (6) test equipment for the Navy's new Airborne Self-Protection Jammer could be inadequate, unless it strengthens controls over its acquisition process.

The blue water and littoral areas that are the operational environments of the United States and Coalition naval forces are within range of capable enemy missile systems as was evident in the attacks on the United States Ship Stark by Iraq in 1987 and the Israeli Naval Ship Hanit by Hezbollah in July 2006 Given the increasing threat of Anti-Ship Cruise Missiles (ASCM), the complete integration of an effective Electronic Warfare system into the combat systems of U.S. and Coalition maritime forces is paramount. Research has shown that this integration must include a computer-aided human element in the decision process. The project objective was to develop an improved, advanced Electronic Warfare architecture with a complete range of automated operation using a Human-In-the-Loop that could be integrated into existing and future combat systems. A model was developed that demonstrates solutions that integrate hard-kill defensive systems with soft-kill subsystems, managed by a human, in order to provide a completely integrated capability to defend against land, air, and sea-launched ASCMs.

Book excerpt: This report describes a program that was designed by the Tactical Electronic Warfare Division at the Naval Research Laboratory as an automated retrieval system for documents in the Effectiveness of Navy Electronic Warfare Systems (ENEWS) library. It contains acronyms, ship classes, and ship designations as related to the electronic warfare community. Acquisition of information from an automated retrieval system involves an interaction between the user and the computer. As with any man-machine interaction, the more demanding and more sophisticated the user's request, the greater the system effort will have to be achieve the desired goal. A complex process is undertaken when a retrieval system attempts to find material relevant to a user need. Three stages can be distinguished in the interaction of a user with the retrieval system. The process begins with presearch activities. For the user this involves determining what is to be asked of the retrieval system and then mapping the request into the system's formal query language. The programs are written in Fortran programming language and use the data manipulation language (DML) of the DEC-VAX database management system. The DML is a special set of system software that organizes, stores, retrieves, and maintains records in a file or files. It was designed as multiuser environment, which means that many users in the Tactical Electronic Warfare Division have concurrent access to the data.
