Book excerpt: In the 1980s, the Navy began a program to replace its aging fleet of A-6 medium attack aircraft with a new aircraft-the A-12-that would incorporate stealth technology. In January 1988, the Navy awarded a fixed-price incentive contract for full-scale development of the A-12 to the team of General Dynamics and McDonnell Douglas Aerospace Corporations. The contract had a target price of $4.4 billion and a ceiling price of $4.8 billion. On January 7, 1991, the Secretary of Defense announced that the Navy had terminated the A-12 contract for default because the contractors had difficulties in executing the contract. The Navy projected that the contractors would overrun the ceiling price by $2.7 billion. the Navy also projected that the first flight would be delayed by over 2 years. This document explains this problem.

For the Navy and Marine Corps, this vision is encompassed in Naval Power 21. Many new war-fighting concepts will be needed to implement this vision, and the ONR has requested the NRC to identify new science and technology opportunities for new naval aviation capabilities to support those concepts. This report presents an assessment of what they imply for naval aviation, an analysis of some capabilities that, if developed, would make a significant contribution to realizing those concepts, and an identification of key technologies in which ONR could invest to achieve those capabilities. In particular, the report focuses on seven key capabilities: multispectral defense, unmanned air operations, hypersonic weapons delivery, fast-kill weapons, heavy-lift air transport, intelligent combat information management, and omniscient intelligence.

James Lebovic shows that, although current military missions are adapted to post-Cold War realities, the self-defeating bias of bureaucrats and military services toward Cold War weaponry is still prevalent. He examines the impact of this bias on the armed services as they assess threat, generate requirements, develop and change weapon concepts, set production rates, and engage in testing. The author asserts that bias compromises service interests and broader military objectives and he offers general policy recommendations to put U.S. weapons acquisition on a more effective track.
