Managing Natural Resources for Development in Africa: A Resource Book provides an understanding of the various levels at which NRM issues occur and are being addressed scientifically, economically, socially and politically. The book's nine chapters present state-of-the-art perspectives within a holistic African context. The book systematically navigates the tricky landscape of integrated NRM, with special reference to Eastern and Southern Africa, against the backdrop of prevailing local, national, regional and global social, economic and environmental challenges. The authors' wide experience, the rich references made to emerging challenges and opportunities, and the presentation of different tools, principles, approaches, case studies and processes make the book a rich and valuable one-stop resource for postgraduate students, researchers, policymakers and NRM practitioners. The book is designed to help the reader grasp in-depth NRM perspectives and presents innovative guidance for research design and problem solving, including review questions, learning activities and recommended further reading. The book was developed through a writeshop process by a multi-disciplinary team of lecturers from the University of Nairobi, Egerton University, Kenyatta University, the University of Zimbabwe, the University of Malawi, Makerere University and the University of Dar es Salam. In addition, selected NRM experts from regional and international research organizations including the World Agroforestry Center (ICRAF), the Africa Forest Forum, RUFORUM, IIRR and the International Development Research Centre (IDRC) participated in the writeshop and contributed material to the book.

Especially the poor are often disproportionately affected by environmental degradation: it loosens their production base, makes them vulnerable to health risks, and can result in natural or man-made disasters. Sharing and accumulation of knowledge are important to help rural people make better decisions. This bulletin presents four examples on how projects and organisations in Western Africa deal with the knowledge aspects and capacity development in land resource management. With the ongoing processes of democratic decentralisation and privatisation, more and more actors are expected to play their role in sustainable resource management. The fragmented landscape of actors has huge consequences for the ways knowledge can be developed and shared. The bulletin analyses the examples and draws lessons with respect to the opportunities for knowledge sharing and capacity development. What are key ingredients for a knowledge management strategy? Strategic questions are identified that need attention in policy development both for donor agencies and governments in the region. We conclude that knowledge management is not easy to implement in the current multi-stakeholder context.

After the droughts of the 1970s and 1980s, it became clear that resource depletion and human hardship and suffering are inextricably intertwined. The magnitude of the problem is so great that conventional public means and services no longer suffice to prevent further degradation. This study therefore proposes a new approach to resource management. By looking at resource management problems in six sites in Benin and Burkina Faso, it shows how crises in ecosystems are triggers of social learning by stakeholders and intervening agencies. The authors argue that facilitation of change goes beyond the transfer of technology, advisory work, information support and extension. Resource problems in situations of conflict and interdependence can be solved only through collective action and platform development. Facilitation may help, but requires development professionals to play new roles in conflict resolution, mediation and negotiation. Learning from the six case studies in such different ecosystems as a lake, rangeland, watershed and forest, this booklet clarifies the conditions for successful collective action and effective platforms for resource management.

CBNRM is much more complex and challenging than has commonly been understood, but can provide a way to achieve a more equitable and sustainable approach to the use of natural resources. This book has a focus on Southern Africa. It is aimed at students of natural resource management including undergraduates, conservation practitioners, and development-sector implementing agents. It is theoretically grounded, but has a major applied focus with respect to understanding the why, what, and how of CBNRM in order to more effectively guide natural resource management. It is not a manual with explanatory details about implementation measures; rather, it helps the reader to understand the complexity of CBNRM, and provides a guide to other resources that will assist in enhancing learning. Part I consists of ten chapters. After introducing the CBNRM concept, consideration is given to the following: History as a Determinant of Progress; Economic Foundations; Well-Being, Livelihoods and Business; Institutions and Governance; Stakeholder Analysis; Adaptive Management; Capacity Development and Learning; and Communication for Effective Implementation. Book excerpt: This has to be accomplished against a background of high illiteracy rates, rapidly growing populations, low and erratic rainfall, inherently infertile soils, and development strategies which have had a strong urban bias. Under such conditions, traditional production systems are unable to sustain the population. Without significant change, land degradation will accelerate and the natural resource base on which agricultural production depends will continue to decline. The efforts made in the 1970s and 1980s to tackle this problem were not particularly successful. They tended to focus too much on production and did not attempt to involve the local population in decision-making and management. Drawing on the lessons learned from these projects, governments, and donors initiated a new generation of community-based, decentralized, multi sectoral Natural Resource Management (NRM) projects. Starting as a series of pilot operations in the late 1980s, this approach sought to ensure local community participation in the identification development and implementation of NRM projects, while building institutional capacity for effective resource use planning and human resource development.
