Book excerpt: Edward Gibbon's allegation at the beginning of his Essay on the Study of Literature (1764) that the history of empires is that of the miseries of humankind whereas the history of the sciences is that of their splendour and happiness has for a long time been accepted by professional scientists and by historians of science alike. For its practitioner, the history of a discipline displayed above all the always difficult but fmally rewarding approach to a truth which was incorporated in the discipline in its actual fonn. Looking back, it was only too easy to distinguish those who erred and heretics in the field from the few forerunners of true science. On the one hand, the traditional history of science was told as a story of hero and hero worship, on the other hand it was, paradoxically enough, the constant attempt to remind the scientist whom he should better forget. It is not surprising at all therefore that the traditional history of science was a field of only minor interest for the practitioner of a distinct scientific diSCipline or specialty and at the same time a hardly challenging task for the professional historian. Nietzsche had already described the historian of science as someone who arrives late after harvest-time: it is somebody who is only a tolerated guest at the thanksgiving dinner of the scientific community .

Supposedly, this is a general trend taking place throughout the developed world and beyond. In this volume the processes of devolution and decentralisation in social security are researched from a comparative European perspective, taking into account the constitutional setting and the architecture of the social security systems. The book includes thirteen country studies based on a uniform format and three overarching contributions. The greater picture that emerges is that social insurance and family allowances are still very much a national competence and are predominantly functionally decentralised to a number of specialised agencies and institutions. There are only limited exceptions. A different conclusion must be drawn when we look at social assistance and social care. In many countries the role of local authorities has gradually increased over a longer period. However, in some countries this trend is reversing, and municipal powers are being limited or even taken back by central government. Devolution and Decentralisationin Social Security shows how complex, differentiated and nationally diverse the state of devolution and decentralisation in Europe actually is. This book is of particular interest to scholars in the field of social policy and social security, constitutionalists and policy makers who are interested in local administration.

Josef Maria Jauch was born on 20 September 1914, the son of Josef Alois and Emma (nee Conti) Jauch, in Lucerne, Switzerland. Love of science was aroused in him early in his youth. At the age of twelve he came upon a popular book on astronomy, and an exam ple treated in this book mystified him. It was stated that if a planet travels around a centre of Newtonian attraction with a pe riod T, and if that planet were stopped and left to fall into the centre from any point of the circular orbit, it would arrive at the centre in the time T/I32. Young Josef puzzled about this for several months until he made his first scientific discovery : that this result could be derived from Kepler's third law in a quite elementary way.

The number of eminent jurists from countries around the world, and particularly from the United States, who would have wished to participate in this tribute to Wolfgang Friedmann is large; however, several important considerations made it necessary to limit the number of contributions. Many philosophers working today virtually ignore the history of their s- ject, apparently regarding it as an antiquarian pursuit with little relevance to their “cutting-edge” research. Conversely, there are historians of philosophy who seldom if ever concern themselves with the intricate technical debates that ll the journals devoted to modern analytic philosophy. Both sides are surely the poorer for this strange bifurcation. For philosophy, like all parts of our intellectual culture, did not come into existence out of nowhere, but was shaped and nurtured by a long tradition; in uncovering the roots of that tradition we begin see current philoso- ical problems in a broader context and thereby enrich our understanding of their signi cance. This is surely part of the justi cation for the practice, in almost every university, of including elements from the history of philosophy as a basic part of the undergraduate curriculum. But understanding is enriched by looking forwards as well as backwards, which is why a good historian of philosophy will not just be c- cerned with uncovering ancient ideas, but will be constantly alert to how those ideas pre gure and anticipate later developments.

Book excerpt: Among the Hebrew documents recovered from the Qumran caves are eighteen texts distinguished by the fact that each is a continuous commentary on or an interpretation of a single biblical book. These texts are called pesharim because each section of interpretation following a biblical citation is introduced by one of several formulas using the word pēser, "interpretation" (plural: pĕsārim). The documents that are extant preserve portions of commentaries on the book of Psalms and on the prophetic books of Isaiah, Hosea, Micah, Nahum, Habakkuk, Zephaniah. The monograph presents the Hebrew texts of the pesharim, an English translation, and notes on the texts that cover features of the Hebrew language in these scrolls, suggested restorations of lacunae, and possible connections of the content of the commentary sections to historical events. Following the presentation of the texts is a discussion of the literary genre of pesher, treating the structure of the documents, the formulas employed, the modes of interpretation, and the relation of the pesharim to some other writings.
