Book excerpt: "Daesh, or the self-proclaimed Islamic State (IS), proved that the threat of jihadism transcends all boarders when it announced its intention to establish a worldwide caliphate on 29 June 2014. The following September, at the NATO Summit in Wales, the United States organized a 60-nation coalition to defeat Daesh. The danger posed by the group reached new heights in March 2015, with the induction of the Nigeria-based Boko Haram (BH) into the caliphate as 'the Islamic State's West Africa Province' (ISWAP) -- thus marking Daesh's first departure beyond the Middle East and North Africa (MENA). Terrorism, specifically jihadist terrorism, has become increasingly prevalent in Sub-Saharan Africa. Jihadist organizations are active in at least fourteen Sub-Saharan states and have known ties with their counterparts in the Sahel, North Africa, and the Middle East. Yet, insofar as it affects transatlantic security, terrorism continues to be treated as a threat emanating from countries in the MENA region. The 2014 Wales Summit declaration slightly mitigated the Alliance's limited focus by adding the Sahel to NATO's agenda for the first time. The Alliance has not, however, given due attention to the spread of terrorism in Sub-Saharan Africa, where much of the region is ripe for the cultivation of extremist ideologies. This paper follows from the contention that the threat of terrorism cannot be compartmentalized or studied in isolation. It looks at Sub-Saharan Africa as part of a globally networked world of transnational threats. Drawing on the relationship between Daesh and its 'wilayat' (province) in West Africa, this paper builds on the Wales Summit Declaration in arguing that instability and terrorism south of Sahel does constitute a threat to transatlantic security"--Pages 1-2.

Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. The world order is shifting, the cooperation within NATO and the EU is under pressure and the Dutch armed forces are gasping for breath. What is the task of Dutch security and the defence policy? There have been growing calls in the last few years to end the devastating cuts in the defence budget and to invest more in security. The acute threats and conflicts in which the Netherlands are involved have served as a wake-up call. The shooting down of Flight MH17 over Ukraine, the streams of refugees from Syria and other countries, the conflict with Da'esh in Syria and Iraq, and terrorist threats reveal how events in many of the world's flash-points have a direct or indirect impact on the Netherlands. Conflicts in other countries have a spill-over effect in The Netherlands. Book excerpt: The United States has sought to combat security threats in Africa principally by supporting partner governments, and security sector assistance (SSA) has been one of the primary tools it has used. Rigorous evaluations of the overall impact of SSA, however, have been extremely rare. A RAND Corporation study used statistical models to evaluate the impact that U.S.-provided SSA has had on political violence in Africa-in particular, the incidence of civil wars and insurgencies, terrorist attacks, and state repression. The authors found that SSA has had a mixed record. During the Cold War, SSA likely exacerbated instability, leading to a higher incidence of civil wars. During the post-Cold War era, it seems to have had little net effect, likely reflecting recipient-government failures to sustain the capabilities developed through SSA and to harness these capability gains to effective political-military strategies. When SSA has been implemented in conjunction with peacekeeping operations, however, it has had a consistently positive impact across a range of outcomes, including the likelihood of civil war recurrence, the incidence of terrorist attacks, and the extent of state repression. These findings have important implications for future U.S. policies in Africa and potentially beyond.
