Book excerpt: NATO and the Greater Maghreb offers a distinctive focus and study of NATO’s future policy in North Africa and the Sahel after the new 2022 Strategic Concept, expected to be published during the next NATO Summit in Madrid. The book will use three main axes to frame the contributors’ analysis, which are not usually used together for analyzing NATO policy: Geopolitics, Great Power Competition, and Threats. These lenses create a distinctive approach to reviewing a Greater Mahgreb Regional Security Complex confronted with the necessities of a distinctive approach by NATO. The idea of MENA (Middle East and North Africa), still used by the EU and NATO is already obsolete for several reasons: first, it is no more possible to split West Africa geopolitically from North Africa and Sahel. Second, the action of terrorist groups such as Al Qaida in the Islamic Maghreb, ISIS, and Boko Haram are not related to Middle East problems, nor strategies and policies necessaries to tackle them. Second, the difficulties in cooperation between these countries, the corruption fed by organized crime (above all cocaine trafficking) and the impact of desertization, makes it very difficult to establish sound strategies and policies for the area. Third, there is an increasing presence of Great Powers in the area, including Russia and China, Turkey, and some Gulf states with different goals and policies.

Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Book excerpt: In 1951-52, the North Atlantic Treaty Organization established the Southern Flank, a strategy for the defense of the eastern Mediterranean in the Cold War involving Italy, Greece, and Turkey. Among its many aims, the Southern Flank sought to mobilize these countries as allies and integrate them into the Western defense system. Throughout the 1950s, the alliance developed the Southern Flank and in 1959 it was finally stabilized as fractious Greek-Turkish relations were improved by the temporary settlement over Cyprus. The Southern Flank of NATO, 1951–1959: Military Strategy or Political Stabilization examines, among other things, the initial negotiations of 1951-52, the Southern Flank’s structure and function and relative value in NATO’s overall policy, and the alliance’s response to the challenges in the eastern Mediterranean in the early Cold War. It explores not only the military aspects of the Southern Flank, but also the more controversial political aspects: the admission of Greece and Turkey to NATO, the short-lived military cooperation between these states and Yugoslavia during 1953-55 and the effects of the deterioration in Greek-Turkish relations from 1955 due to Cyprus. It also focuses on the part played by other major members of the alliance, principally the United States and Britain, in Southern Flank politics and strategy. Thus, it considers how the United States and the U.K. viewed the power balance between the three Southern Flank members and how the Americans sought to influence affairs through financial, military and technical assistance, including the construction of U.S. bases in Italy, Greece, and Turkey. The book also assesses the threat posed to the Southern Flank at various points by rising tensions in the Middle East. More generally, the book illuminates the complexities of intra-alliance dynamics in a region full of Cold War tensions. However, in its Middle Eastern/Eastern Mediterranean neighborhood, it was not only the Cold War that provided tensions, since the Arab-Israeli dispute and the tensions of decolonization further complicated the picture. Thus, the study of the Southern Flank is a test case of a Cold War theater which was subjected to additional historical pressures, creating a nexus of problems which the Western Alliance needed to address within its effort to respond to the various challenges of the Cold War.

From the perspective of the North Atlantic Treaty Organization (NATO), the threat to the three Baltic republics of Estonia, Latvia, and Lithuania -- former Soviet republics, now member states that border Russian territory -- may be the most problematic of these. In a series of war games conducted between summer 2014 and spring 2015, RAND Arroyo Center examined the shape and probable outcome of a near-term Russian invasion of the Baltic states. The games' findings are unambiguous: As presently postured, NATO cannot successfully defend the territory of its most exposed members. Fortunately, it will not require Herculean effort to avoid such a failure. Further gaming indicates that a force of about seven brigades, including three heavy armored brigades -- adequately supported by airpower, land-based fires, and other enablers on the ground and ready to fight at the onset of hostilities -- could suffice to prevent the rapid overrun of the Baltic states"--Publisher's web site.
