Book excerpt: Recent events around the globe have cast doubt on the assumption that, as a result of increasing cross-border migrations and global interdependencies, nation-states are becoming more inclusive, ethnic forms of identification more and more a thing of the past, and processes of supranational integration progressively more acceptable. Xenophobic forms of nationalism have once again been on the rise, as became strikingly visible through the results of the Brexit referendum, the election of Donald Trump, and the inclusion of the Lega Nord in the Italian government. It is timely, therefore, to inquire how multiethnic forms of nationalism can be re-promoted and for this purpose to re-investigate the concept of civic nationalism. This book assembles case studies that analyse the historical practices of civic or quasi-civic nationalisms from around the world. By allowing for global comparisons, the collection of articles seeks to shed new light on pressing questions faced by nation-states around the world today: Are truly civic nationalisms even possible? Which strategies have multiethnic nation-states pursued in the past to foster national sentiment? How can nation-states generate social solidarity without resorting to primordialism? Can the historical example of civic or quasi-civic nation-states offer useful lessons to contemporary nation-states for successfully integrating immigrants?

This book challenges, deconstructs, and decolonizes Western epistemologies related to postcolonial state formation and maintenance. In examining the freedom concept that no human group ought to be determining the independence of other human groups, this book constructs an alternative conceptualization of nations and peoples’ rights in the twenty-first century, in which radical hopes and global dreams are recognized as central to internal nationalism struggles.

But even then the process of decolonization had been none other but the gradual globalization of the nation and nation-state as the most legitimate forms of modern-day peoplehood and statehood. At present, nationalism is the sole uncontested global ideology of statehood legitimization. The ethnic variety of this ideology also forms the basis upon which stateless groups reinvent themselves as nations in order to be able to lay claim to territorial autonomy or separate statehood. This volume inaugurates a new Peter Lang book series, Nationalisms across the Globe, devoted to these burning issues, which shall influence the near future of the world. From a geographical perspective, this collection focuses mainly on Central and Eastern Europe and also Southern Africa. Book excerpt: In Home Rule Nandita Sharma traces the historical formation and political separation of Natives and Migrants from the nineteenth century to the present to theorize the portrayal of Migrants as “colonial invaders.” The imperial-state category of Native, initially a mark of colonized status, has been revitalized in what Sharma terms the Postcolonial New World Order of nation-states. Under postcolonial rule, claims to autochthony—being the Native “people of a place”—are mobilized to define true national belonging. Consequently, Migrants—the quintessential “people out of place”—increasingly face exclusion, expulsion, or even extermination. This turn to autochthony has led to a hardening of nationalism(s). Criteria for political membership have shrunk, immigration controls have intensified, all while practices of expropriation and exploitation have expanded. Such politics exemplify the postcolonial politics of national sovereignty, a politics that Sharma sees as containing our dreams of decolonization. Home Rule rejects nationalisms and calls for the dissolution of the ruling categories of Native and Migrant so we can build a common, worldly place where our fundamental liberty to stay and move is realized.

It situates contemporary white nationalism in the ‘Anglosphere’ within the context of major global events since 1945. White nationalism, it argues, became more global in reaction to the forces of decolonisation, civil rights, mass migration and the rise of international institutions. In this period, assumptions of white supremacy that had been widely held by whites throughout the world were challenged and reformulated, as western elites professed a commitment to colour-blind ideals. The decline in legitimacy of overtly racist political expression produced international alliances among white supremacists and new claims of populist legitimation.
