Book excerpt: Richard Handler's pathbreaking study of nationalistic politics in Quebec is a striking and successful example of the new experimental type of ethnography, interdisciplinary in nature and intensively concerned with rhetoric and not only of anthropologists but also of scholars in a wide range of fields, and it is likely to stir sharp controversy. Bringing together methodologies of history, sociology, political science, and philosophy, as well as anthropology, Handler centers on the period 1976-1984, during which the independantiste Parti Québéois was in control of the provincial government and nationalistic sentiment was especially strong. Handler draws on historical and archival research, and on interviews with Quebec and Canadian government officials, as he addresses the central question: Given the similarities between the epistemologies of both anthropology and nationalist ideology, how can one write an ethnography of nationalism that does not simply reproduce--and thereby endorse--nationalistic beliefs? Handler analyzes various responses to the nationalist vision of a threatened existence. He examines cultural tourism, ideology of the Quebec government, legislations concerning historical preservation, language legislation and policies towards immigrants and "cultural minorities." He concludes with a thoughtful meditation on the futility of nationalisms.

During the 1960s, Quebec became radically secular, directly leading to its evolution as a welfare state with lay social services. What happened to cause this abrupt change? Genevieve Zubrzycki gives us an elegant and penetrating history, showing that a key incident sets up the transformation. Saint John the Baptist is the patron saint of French Canadians, and, until 1969, was subject of annual celebrations with a parade in Montreal. That year, the statue of St. John was toppled by protestors, breaking off the head from the body. Here, then is the proximate cause: the beheading of a saint, a symbolic death to be sure, which caused the parades to disappear and other modes of national celebration to take their place. The beheading of the saint was part and parcel of the so-called Quiet Revolution, a period of far-reaching social, economic, political, and cultural transformations. Quebec society and the identity of its French-speaking members drastically reinvented themselves with the rejection of Catholicism. Zubrzycki is already acknowledged as a leading authority on nationalism and religion; this book will significantly enlarge her stature by showing the extent to which a core feature of the Quiet Revolution was an aesthetic revolt. A new generation rejected the symbols of French Canada, redefining national identity in the process (and as a process) and providing momentum for institutional reforms. We learn that symbols have causal force, generating "chains of significations” which can transform a Catholic-dominated conservative society into a leftist, forward-looking, secular society.

The nationalism of Quebec within Canada can be explained by historical, political and economic factors, and although Canada has avoided violence by successfully enacting preemptive remedies to conflict, there are a few lingering problems in relation to the Canadian minority of Quebec that must be dealt with in order to ensure the continuation of non-violence. The divergence of Canadian and Québécois interests dates back to the times of North American settlement in the 1700s and, in its beginnings, was predominantly based on a deepening gap in the economy. As a portion of the population that was predominantly English-speaking came to reap a majority of economic benefits, the other portion that was mostly French-speaking were behind a deepening line of class division that led to resentment, which they could most easily direct at the most recognizable difference between the groups: language. The nationalistic sentiment of French Canada was starkly dramatized by the Montreal terrorist bombings in the spring of 1963. Admittedly the work of extremists, that eruption of violence was an offshoot of the profound social, political, economic, and cultural transformation—an accelerated evolution rather than a revolution—that Quebec has undergone since the end of World War II. This revolution tranquille is characterized by a new sense of self-confidence among French Canadians, an eagerness to reject what they regard as any hint of second-class citizenship, and a determination to take full share in all aspects of Canadian life—without, however, sacrificing their French culture and heritage. A threat to the Canadian Confederation is implicit in the growing reluctance of modern French-speaking Canadians to abide the "tyranny of the majority," however enlightened or well-intentioned it may be. This first book-length study in English of the conflict between French and English Canadians provides a thorough treatment of French-Canadian complaints against English Canada, and of their implications for Canadian unity. Dr. Corbett devotes the first part of his study to an analysis of the ferment within the French-speaking population of Quebec during the postwar period. He discusses the relation between French-Canadian nationalism and other nationalisms and the roles played by the language barrier, the church, and the separatist movement. In the second part of the study he considers the political, economic, and social implications of separatism, with particular regard to the proposals for adapting the Constitution to Quebecois demands. After tracing the evolution of the ambivalent English-Canadian concept of Canada's national identity, he concludes that the future of the Confederation will depend on how far the English majority is willing to go in meeting French demands.

Book excerpt: For decades the U.S. territory of Puerto Rico and the Canadian province of Quebec have been riveted by the politics of nationalism, the question of their final status, and the protection of their local languages. In the name of cultural defense, the legislatures in San Juan and Quebec City have passed several laws focusing on protecting the vernacular. Barreto explores these two cases and challenges some general preconceived notions about nationalist movements. A common premise in ethnic conflict studies is that nationalism is caused by cultural traits, such as language or religion, or is a result of a region's subservient economic role vis-à-vis the country's core. However, Barreto contends that Puerto Rican and Québécois elites turned to nationalism in reaction to their social marginalization and economic suppression. Anglophone elites in the U.S. and Canada established a hegemonic order making English a requirement for social and economic ascendancy. Shunned by the country's dominant group on account of their language, elites in Puerto Rico and Quebec took up the banner of nationalism attempting to establish a counter-hegemonic order. Thus, nationalism, Barreto contends, is an unanticipated reaction to the exclusionary attitudes and policies of one group against another. This analysis is important to political scientists, social scientists, and researchers involved with nationalism, ethnic conflict, and Puerto Rican and Canadian studies.
